Clean Harbors is looking for a Bilingual Human Resources Business Partner to support Business Leaders and field-based employees across multiple Lines of Business located in our Quebec region. This role will provide coaching, guidance, support and influence that enables the effective development and delivery of people initiatives to execute business strategy and operational plans. Working in conjunction with the HR Centers of Excellence and alongside the field Operations team, the HRBP will contribute to the development and delivery of Employer of Choice focused HR solutions that support business units across the organization as well as acting as the lead on implementing and aligning with French language compliance laws and regulations.
Fully bilingual in French and English, both verbal and written is required for this position.

- Strategically works with business leaders to develop and deploy effective employee lifecycle planning including workforce planning, talent acquisition and employee development to meet current and future business needs.
- Partners closely with all teams within the HR department to drive and deliver innovative and value-added HR solutions.
- Acts as the subject matter expert for laws, regulations and procedures related to employment and labor standards in Quebec.
- Work directly with several lines of business and internal departments on compliance to new and existing French language laws.
- Acts as French Language Officer; forming and running the internal French language committee. Delegating responsibilities and action items for goals and initiatives along with Office Québécois De La Langue Française (OQLF) annual audits.
- Maintains in-depth knowledge of Provincial and Federal legislation related to day-to-day management of employees.
- Provides recruitment support (at times acting as the primary recruiter) for requisitions within the Quebec portfolio.
- Ensures effective, thorough and objective investigations are completed while acting as a point of escalation for complex employee relations issues.
- Executes and leads programs to understand and improve employee engagement, employee retention and turnover reduction;
- Receive various communications from departments such as Operational documents, policies and procedures, company communications, etc. and interpret/translate to French or English;
- Helps administer union agreements for assigned unions and organizations.
- Post-Secondary Diploma or Degree in Human Resources, Business, Commerce or Labor Relations considered an asset;
- Fully bilingual in French and English, both spoken and written required;
- CHRA or equivalent designation is preferred;
- Minimum 5 years of progressive HR experience providing consultative and strategic support on a broad range of HR related issues;
- Ability to read and understand the intent of a given document and translate into the French or English language;
- Previous experience working with the Office Québécois De La Langue Française (OQLF);
- Experience in an Industrial, Environmental or Energy industry is preferred;
- Experience supporting field-based employees ideal;
- Previous experience working with a union setting is considered an asset;
- Excellent written and oral communication skills including strong presentation and public speaking skills;
- Ability to travel throughout QC to support the branch needs as business demands require.
