The City of North Vancouver is looking for a regular full time Manager, Corporate Planning. Reporting to the Chief Financial Officer, this position will play a critical leadership role in the development and execution of strategic priorities, initiatives, and actions designed to drive the municipality’s success.
Responsibilities
The Manager, Corporate Planning will also be responsible for facilitating the development of high-level strategic plans, driving and measuring successful implementation, and ensuring the organization’s Strategic, Work, and Financial Plans align. This role will require the ability to think strategically, provide actionable insights to senior leadership and interest holders, and collaborate across the organization.
The following are the typical primary responsibilities and activities you will be expected to deliver:
Requirements include Bachelor’s in Public Administration, Business Administration, or a related field. A Master’s degree is preferred. Thorough experience in corporate planning, strategic planning, or a related field, with at least 3 years in a leadership or managerial role, ideally within a municipal, crown, or public sector environment. Proven team building, communication and collaboration skills are essential in this role, along with strong organizational skills, attention to detail and the ability to manage multiple project components of varying size and complexity.
Compensation
We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $126,516.00-$147,708.00 annually (2024 rates). Salary offered will be commensurate with education, experience and internal parity.
Hours of Work
Compressed work schedule.

The following are the typical primary responsibilities and activities you will be expected to deliver:
- Support the development of the municipality’s Strategic Plan, ensuring alignment with CNV’s Official Community Plan, municipal strategies, and CNV’s Financial Plans, and lead implementation, monitoring and reporting.
- Conduct advanced research and environmental analysis to identify emerging trends that could impact municipal priorities, projects and services.
- Oversee, guide, and support the creation and execution of annual Action Plans that advance CNV’s Strategic Plan, including identification of deliverables, cost estimates, resource allocations, and timelines, as well as coordinate progress reporting.
- Develop and manage CNV’s process to track the advancement of the Strategic Plan and supportive initiatives and action plans. In conjunction with CNV’s IT team, implementation and oversight of a software system to facilitate automation, assignments, reporting and progress.
- Lead the development of an Enterprise Risk Management framework and facilitate recommendations for risk mitigation to ensure the continued success of the municipality.
- Lead the preparation of high-level reports and presentations for senior Leadership, Council, and other interest holders, ensuring strategic plans and performance metrics are communicated clearly and effectively on an annual and quarterly basis.
- Provide senior leadership with actionable recommendations for improving business performance, resource utilization, and municipal service delivery based on market insights and internal data analysis.
- Collaborate with senior Leadership, Department Heads, and key interest holders across the municipality to ensure strategic plans are aligned with operational capabilities and public service objectives.
