About The Role
Reporting to the Manager, Accounting and Capital Reporting, the incumbent, in collaboration with other Business Services and Facility Services staff, will prepare budgets, financial reports, schedules and audit files in compliance with Ministry of Education reporting requirements and Board internal reporting purposes for all capital assets. The incumbent will reconcile the Board’s audited financial statements in compliance with the Ministry of Education and external auditor’s inquiries regarding capital assets, analyze and resolve funding and costing variances for capital assets, and oversee and monitor progress of capital projects via analysis of costs, variances and processes in collaboration with Facility Services staff

About The Role

Duties Include But Are Not Limited To
- Financial Reporting- prepare and lead the financial reporting process related to TCA/ARO (Tangible Capital Assets/Asset Retirement Obligations) for major reporting cycles: March Report, Year-end Financials.
- Budget Reporting & Management- prepare and lead the reporting process related to TCA for major budget cycles: Original Budget Estimates & Revised Budget Estimates, establish and track individual project budgets.
- Project Planning & Management- In collaboration with Facility Services staff, perform budget transfers and journal entries, review and approve vendor estimates/invoices, cost analysis, trend analysis and prepare monthly reports for Facility Services detailing projects costs to ensure compliance.
- Regulatory Compliance- Ensure TCA/ARO portfolio adheres to Ministry of Education (MOE)’s TCA Guide, accounting regulations regarding Asset-Retirement Obligations (ARO), implementing new capital accounting standards.
- Ongoing financial assistance to the capital/operating facilities division - approval of project budgets to relevant funding sources, review and approve vendor costs, cost analysis, assist with MOE submissions for new capital funding.
- HWDSB external financial auditors – provide twice a year support in auditing HWDSB’s TCA financial transaction audits.
- Support schools and departments on advice related to purchases of TCA.
- A degree/post-secondary education in Accounting, Finance or Business.
- A Chartered Professional Accountant (CPA) designation is an asset.
- Knowledge of Public Sector Accounting Board (PSAB) accounting standards and Ministry of Education compliance requirements.
- Minimum five years of related financial experience, preferably in the public sector.
- Demonstrated organizational, analytical and budget skills.
- Comprehensive expertise with computerized financial systems and spreadsheet software.
- Strong attention to detail, ability to produce timely accurate work and adapt quickly to changing circumstances within a demanding and deadline-oriented environment.
- Available to work evening hours when required based on system needs.
- A valid driver’s license and use of a personal vehicle required.
