Research & Evaluation Coordinator

The Opportunity:
The City of Red Deer is currently recruiting a Research & Evaluation Coordinator to fill a 2-year Term position. This position is responsible for leading and directing the research and evaluation activities and staff within the environment of changing and complex social infrastructure, economic and environmental needs. The Research & Evaluation Coordinator is expected to interpret a broad range of public policy and legislation to help inform and direct staff and lead community organizations and the Corporation toward effective research and evaluation practices. This position is required to interpret business needs and requirements and use best practices in research and evaluation to provide data and recommendations to inform business decisions.
As our preferred candidate, you will have:
- University graduate (Masters) degree with major concentration in community health, social development, human ecology OR an equivalent combination of other education and relevant experience. PhD would be considered an asset.
- Minimum of five to seven years’ experience in the following:
- Social and community development with an understanding of community development.
- Proactively identify business and organizational needs and gaps and translate them into research and evaluation opportunities. Evaluation and program monitoring using a systems approach.
- Administration and supervisory experience.
- Identification of appropriate approaches and information to lead and support research and evaluation initiatives.
- In addition to the 9 Core Competencies identified for all employees of the City of Red Deer – the following are specific to this position:
- Demonstrated ability to use critical thinking and engage multiple perspectives for informing a constructive dialogue
- Advanced training and experience in organizational development with emphasis on outcome-based management and reporting.
- Advanced academic training and skill in research methodologies and knowledge transfer.
- Advanced training, experience, and skill in program evaluation in social development.
- Demonstrated interpersonal and communication skills, including the ability to speak and write effectively at an academic level.
- Ability to establish relationships and act with respect and integrity.
- Ability to write policy and research briefs, and occasionally major research projects.
- Must have use of personal vehicle

Remuneration:
$48.32 to $51.16 per hour
Hours of Work:
75 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.
Additional Information:
The term of this position is anticipated to be approximately 24 months.
