Position Overview
The Community Planning team is recruiting for a temporary full-time Planner 3 to be a part of the Community Planning Department for approximately 1 year. The successful candidate will have a breadth of planning experience and a desire to make a collaborative contribution to the District’s Official Community Plan (OCP) update. In this dynamic role you will be responsible for leading components of the OCP Update project under the direction of a departmental manager. You are a proven leader, able to effectively project manage complex policy and technical work, prepare reports and meet deadlines.
As part of the OCP Update project, Community Planning staff are reviewing the District’s land use framework to accommodate growth and pre-zone for local housing needs over the next 20 years. You will be part of a team leading review of land use scenarios and providing recommendations to senior management, Committees and Council. You will also delegate and review the work of planners, including policy work on density bonus, rental tenure and inclusionary zoning, and tenant protection. You will help to ensure that these policies conform to housing legislation, the District’s Housing Needs Report and align with Council priorities. You will liaise and coordinate with internal and external stakeholders in carrying out the work of the Department. You will lead design and implementation of community engagement processes. Knowledge of development planning is an asset and collaboration with the Development Planning, and other Departments will be required.
The successful applicant will have:
- Thorough knowledge of the principles and practices applicable to community planning in a municipal setting.
- Considerable knowledge of economics, municipal finance and sociology as applicable to municipal planning.
- Thorough knowledge of the policies, rules, regulations, bylaws and legislation governing the work.
- A proven track record in developing and implementing workable policies that support the vision of the OCP is desirable; even better if you have evaluated and adjusted policies over time to meet ever changing needs.
- Excellent communication skills and are a dedicated team leader.
- The ability to supervise the work of a group of professional and technical staff, and to provide advice and guidance on planning matters.
Qualifications
- A university degree in an appropriate discipline and a post-graduate degree or diploma in community, social, regional or urban planning, urban design plus considerable related professional planning experience, or an equivalent combination of training and experience
- A minimum of five years of progressive professional planning experience is required.
- Membership or eligibility for membership in the Canadian Institute of Planners.
- BC Driver’s License.
Details
Salary: The pay range for this unionized position is $61.73 to $73.15 per hour (2024 rates).
Hours of Work: 35-hour work week
