The Coding Application Specialist supports the strategic mission of Providence Health Care by promoting a safe, respectful, and civil working environment for patients, staff, and visitors. Reporting to the Regional Manager, Coding Information Systems and Projects, this role works closely with the Coding Leadership Team, Data Analysts, IMIT, and external vendors. The specialist is responsible for business application support for coding systems such as Med2020 WinRecs, 3M Codefinder, CAC, 3M HDM, Meditech, Cerner, and others within the Lower Mainland Health Information Management (HIM) service area.
Key responsibilities include overseeing system usage, developing policies and procedures, providing troubleshooting, testing, and documentation support, and acting as the main point of contact for HIM staff, stakeholders, and vendors. The specialist also provides user training, report design, and manages projects related to system upgrades or new initiatives. Additionally, for the National Ambulatory Care Reporting System (NACRS), they serve as the primary liaison with stakeholders and CIHI regarding coding standards and updates.

Education & Experience
- Graduation from an accredited Health Information Management Diploma or Bachelor Program.
- Four (4) years’ recent, related experience as a Health Record Administrator in a multi-service facility, including a minimum one year of experience in data analysis, database management and coding, or an equivalent combination of education, training and experience. Canadian Health Information Management Association (CHIMA) Certified. Education in computer science/programming and project management would be an asset.
- Travel between HIM sites requires access to a vehicle and a valid BC Driver’s License.
- Demonstrated knowledge and ability to utilize and troubleshoot computer software applications and report writer tools, such as Crystal Report, MS SQL Server Management Studio, the MS office suite, MS SharePoint, MS TEAM and remote applications.
- Demonstrated ability to code in ICD-10-CA/CCI and abstract in the CIHI Discharge Abstract database, NACRS, PDR and other databases.
- Demonstrated knowledge of Case Mix Groups (CMGs), Comprehensive Ambulatory Classification System (CACS), Resource Intensity Weight (RIW) and Expected Length of Stay (ELOS).
- Ability to understand computer terminology, which allows communicating and interacting effectively with project team, vendors and other system stakeholders.

- Manages coding-related application solutions, ensures quality assurance, and provides support for systems like WinRecs, 3M Codefinder, CAC, 3M HDM, Meditech, CNN, Folio, Cerner, and the Perinatal Database Registry.
- Recommends and coordinates application changes and enhancements, performs first-line troubleshooting, and serves as the main point of contact for third-party vendors.
- Sets up user access for Coding Applications, databases, SharePoint, and network, conducts access auditing, and works with Information Systems (IS) to resolve user profile and access issues.
- Supports remote work solutions, including virtual desktops and remote user access, monitors virtual machine server performance, and works with the VM team for maintenance and troubleshooting.
- Identifies and documents system issues for escalation, and communicates issues related to system functionality.
- Acts as a liaison between Coding Services, vendor application specialists, the Informatics team, and IS to address business requirements, integration with clinical systems, and report design.
- Develops and enhances batch interfaces, working with the HIM Business Optimization team on data extraction and validation.
- Collaborates with other information systems coordinators in the Lower Mainland and Health Authorities to exchange knowledge on current and future implementations.
- Develops and maintains policies, procedures, and manuals for assigned systems.
- Serves as the primary contact with CIHI and MOH for implementing new programs or system updates for the Discharge Abstract Database (DAD) and NACRS.
- Leads projects related to infrastructure design, application installation, and configuration based on business requirements, including building dictionaries and data mapping.
- Creates custom reports, edits routine reports, and maintains scripts used by Robotic Process Automation (RPA) for coding edits.
- Manages the LM HIM Coding Intranet and SharePoint sites, including design, user access, and auditing.
- Provides training for Coding staff and external stakeholders on assigned applications, including creating training materials and holding sessions.
- Contributes to capital and operating budget planning for the assigned area.
- Leads and participates in committees as needed.
- Performs other related duties as required.
