Duties/Responsibilities Supervises Financial Analysts and a Supervisor of Income Support Operations. Indirectly supervises additional staff, including Accounting Specialists Manages the preparation, analysis, and presentation of operating and capital budgets, and financial analysis and accounting for client groups and associated agencies for approval by council and other levels of government. Prepares and presents reports to senior management, council, and agencies Manages, approves, and submits grant and subsidy claims for funding. Ensures the Region is able to maximize funding opportunities from senior levels of government. Monitors funding levels and recommends actions if required. Analyzes financial impacts of policy proposals made by council, area municipalities, Ministries, and agencies, and recommends responses. Is the Region’s lead contact for the external provincial and federal grant securing organization. Facilitates collaborative work between the organization and regional departments. Collaborates with local municipal groups to identify eligible co-applicant funding streams Approves annual subsidy estimates for non-profit and co-op housing projects. In collaboration with Housing Services staff, oversees the development of new housing provider funding model(s) that align with legislative policy changes. Implements funding model changes in future provider agreements and ensures ongoing provider compliance Oversees financial budgeting and reporting processes for the Region’s Equity Investments and Upstream Initiative. Plays a key role in developing and maintaining the reporting framework, including thresholds for accountability audits to mitigate risk and ensure funds are used as intended Supports initiatives within Housing and Homelessness from a financial and risk perspective. For example, manages funding and financing strategy for the Waterloo Region Housing Master Plan; initiatives proposed to be funded from the housing levy; and funding needs of the emergency shelter system delivery model. Participates in development of the interim housing strategy
Manages the development of a prescribed funding model for community housing provider partners reaching end of mortgage, in response to legislative changes and deadlines. Ensures the model is designed to preserve existing affordable and rent geared to income units, and allow for the creation of new affordable/subsidy housing units.
Coordinates work requirements to meet external audit requirements for annual Sunnyside Trust financial statements, Region of Waterloo Community Housing financial statements, and required provincial audits for cost-shared programs
Additional Duties/Responsibilities Participates in the development of service plans per the Region's designation as a Consolidated Municipal Service Manager; conducts/manages financial impact studies, and presents results to working groups, senior management, and council. Develops funding models for new programs and oversees the update of master plans and funding strategies. Manages financial modelling needed to develop action plans to mitigate risks due to funding reductions and additions Oversees the tracking of changes in Public Health funding and changes in cost sharing between the Province and the Region. Manages quarterly, time sensitive Ministry reporting of mitigation funding to ensure Public Health program areas receive their full eligible funding allotment(s) Manages social assistance cheque production/direct deposits and mailing systems; account reconciliation; and scheduling pay runs with the Province. Oversees response to cases of cheque fraud, working with banks, police, and Crown Attorney. Advises on administrative issues regarding payments, data collection, policies, and procedures. Ensures the team is prepared to respond to situations per the Regional Business Continuity Plan and Community Services Emergency Plan Manages the preparation of financial measures for municipal benchmarking panels Participates in planning, coordinating, and organizing financial aspects of major client initiatives. Develops policy recommendations for implementing objectives, and presents to project teams, senior management, committees, and council. Where rapid service expansion and significant budget and funding pressures occur, ensures growth can be managed in a financially sustainable way Participates on the finance senior management team for strategic planning, policy and procedure development, priority setting, and developing and presenting the Region’s long-term financial plans. Participates in client department leadership team meetings as appropriate Undertakes special projects as required Provides advice and assistance to council, and presents and responds to questions at council and committee meetings Provides information and input to the Director regarding the Section budget. Authorizes cheque/purchase requisitions to approved limit Backs up the Director as required Performs related duties as required Knowledge, Skills, and Abilities Knowledge and skills are normally acquired through a Bachelor's degree in a related field (such as Commerce, Economics, Mathematics, Business), plus progressively responsible related experience in public sector financial management Must have a professional accounting designation (CPA) Knowledge of management financial accounting, and budgeting principles and techniques such as cost benefit analysis, present value, and management control systems Knowledge of social assistance policy directives regarding benefit eligibility, payments, and administration Knowledge of and ability to comply with policies, procedures, generally accepted accounting principles, collective agreements, and related legislative requirements Analytical, continuous improvement, and problem solving skills to plan and develop objectives; determine, organize, and coordinate administrative, technical, operational, financial work of the unit; analyze budgets and evaluate financial alternatives; and develop solutions/new approaches to studies/projects Leadership skills to manage, develop, motivate, train, and support staff Communication and human relations skills to resolve complaints regarding payment issues; resolve client issues; present and explain complex, politically sensitive issues to council, senior management, staff, agencies, the public, and media; represent the Region; and participate as an effective team member Ability to write clear, concise correspondence, project plans, reports, policy recommendations, budget submissions, funding requests and claims, and procedures Ability to understand and interpret contracts, correspondence, reports, subsidy and grant claim applications, case histories, and legal and funding agreements Computer skills with ability to use software such as Microsoft Office, financial information systems, provincial software, and financial modelling programs Must provide an acceptable police records check for bondability Ability to travel within and occasionally outside Waterloo Region Ability to support and demonstrate the Region’s values.
