Manager, Rates & Settlements

Position Purpose:

The Manager, Rates & Settlements leads the rates and settlements portfolio by managing resources and processes to ensure accurate, timely reporting to external regulatory authorities and internal stakeholders. This role ensures that distribution rate-setting initiatives align with financial planning, budgeting, and investment activities, contributing to the overall success of Alectra’s corporate strategies.

Responsibilities:

Strategic Leadership

  • Develop financial plans and annual business plans for regulatory-related elements, ensuring alignment with corporate strategies.
  • Build and maintain strong relationships with regulatory authorities and industry stakeholders, staying ahead of evolving policies and regulations.
  • Provide strategic insight on industry policy decisions and implement regulatory practices to support sustainable revenue levels for distribution services.
  • Lead and support the preparation, submission, and defense of rate applications, including rebasing and IRM applications.
  • Represent the organization in industry working groups to influence policy development and implementation.

Regulatory Compliance & Financial Reporting

  • Oversee regulatory accounting, settlements records, and revenue reporting in compliance with OEB and IESO rules, codes, and standards.
  • Manage the regulatory-related aspects of internal and external financial reporting and ensure alignment with IFRS/MIFRS standards.
  • Ensure accurate and timely submissions to the Ontario Energy Board (OEB), including Reporting and Record Keeping Requirements.

Rates, Settlements, and Customer Support

  • Support the development of load forecasts and distribution revenue budgets by analyzing trends and reviewing assumptions.
  • Oversee cost of power relationships with the Independent Electricity System Operator (IESO) and Hydro One, ensuring compliance and effective collaboration on settlement issues.
  • Provide oversight of wholesale and retail settlement processes, including Class A customers, embedded generation, and variance management.
  • Deliver customer-focused support, handling complex inquiries regarding rates and settlements for both internal and external stakeholders.
  • Oversee and ensure the functionality and integration of technology systems that support rates, settlements, and financial reporting processes.

Team Leadership & Process Improvement

  • Provide leadership to team members through coaching, development, resource planning, and performance management.
  • Research, recommend, and implement new or improved policies, procedures, and processes to enhance operational effectiveness.
  • Lead change management initiatives to support team engagement and alignment with corporate goals.
  • Drive a culture of continuous improvement, promoting collaboration and accountability across the team.

Health, Safety & Compliance

  • Ensure compliance with all legislative, regulatory, and health and safety standards.
  • Promote and uphold a safe work environment by adhering to Alectra’s corporate health and safety policies.

Qualifications, Knowledge, Skills and Competencies:

Education & Specialized Knowledge

  • Bachelor’s degree in Business Administration, Finance, Economics, Accounting, or a related field.
  • CMA, CGA, CA, CPA designation and/or MBA or P.Eng. is an asset.
  • Strong knowledge of regulatory and governmental requirements, including the Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, and Market Rules.
  • In-depth understanding of the electricity-regulated industry, including rate design and cost allocation methodologies.

Experience

  • Minimum 5 years of leadership or management experience, preferably in finance or regulatory environments.
  • Experience working in a regulated utility environment with MIFRS/IFRS reporting is an asset.
  • Demonstrated ability to interpret and apply legal statutes and regulations.
  • Familiarity with IESO wholesale market operations.
  • Experience working with ERP, CIS, and settlement systems such as Oracle JD Edwards, CC&B, and LPSS.
  • Proficiency in Microsoft Office applications.

  • Strong negotiation and conflict resolution skills, with the ability to influence decisions and resolve complex issues.
  • Ability to drive performance excellence while maintaining a customer-focused approach.
  • Valid class "G" driver’s license.
