This is a general support position that performs manual labour and associated duties for the Water Services Division that is responsible for maintaining the infrastructure that supplies potable water for the City of Winnipeg in accordance with the mandate of the Division.

As the Water Distribution Operator - G, you will:

  • Assist in performing maintenance, major repairs in excavations, inspections, thawing and reports deficiencies of water lines, systems and appurtenances.
  • Assist in isolating, exercising, charging and venting the water distribution system.
  • Assist with installation and removal of water meters.
  • Assist in performing excavations, shoring and backfilling.
  • Assist in performing temporary restoration of excavations.
  • Deliver or return materials, parts and equipment to the work site or stores as required.
  • Operate equipment consistent with a Class 5 driver’s licence.
  • Perform general housekeeping and maintenance of buildings, grounds, vehicles and equipment.
  • Assist with job site traffic control.
  • Handle hazardous materials, as directed, in accordance with established rules and procedures.
  • Assist with First Aid / CPR, as required.
  • Follow established safety rules, regulations and identifies and reports any unsafe work conditions/sites/vehicles/equipment while performing the duties of the position.
  • Maintain work and legislative related records and reports.
  • Ability and availability to accept and handle emergency call-out situations after hours.
  • Perform other related duties consistent with the classification, as required.

Your education and qualifications include:

  • Minimum Grade 12 or GED with preference given to candidates with post-secondary education as well as preference given to holders of any provincial certification in Water Distribution and Water Treatment.
  • Must obtain Manitoba Conservation Class 1 Operator Certification in Water Distribution by Provincial Examination within 18 months of the appointment.
  • Must have, or be able to acquire within 6 months of employment, First Aid / CPR Certification.
  • Must have a basic knowledge of City of Winnipeg By-laws, including the Waterworks, Sewer and Streets By-laws.
  • Must have a basic knowledge of water system facilities, infrastructure, equipment, maintenance repair techniques and procedures.
  • Demonstrated ability to operate portable equipment (e.g. pumps, saws, etc.), as well as hand and power tools.
  • Demonstrated ability to operate and maintain grounds keeping equipment (e.g. mowers, chainsaws, and trimmers).
  • Ability to acquire a Class 3A Driver’s License within 18 months of the appointment.
  • Must possess an applied knowledge of the Workplace Safety and Health Act.
  • Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that is applicable to the area of work.
  • Must possess an applied knowledge of the City of Winnipeg Manual of Temporary Traffic Control.
  • Basic knowledge of hazardous material handling, rules and procedures.
  • Basic computer skills and knowledge of work-related record keeping and reporting forms and procedures.
  • Demonstrated ability to communicate effectively both verbally and in writing.
  • Demonstrated ability to listen effectively and follow verbal instructions.
  • Demonstrated ability to read and follow written instructions.
  • Must possess an applied knowledge of City and Departmental rules and procedures.
  • Ability and willingness to take City/Department sponsored training for skills enhancement purposes, as required. This will include the Sacramento State College Field Study Training Program for Water Distribution.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

Conditions of employment:

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
  • Must possess and maintain a valid Class 5 Manitoba Driver’s Licence.
  • Physically able to perform the duties of the position, which may include, but are not limited to: working outdoors in potentially extreme weather conditions, ability to stand and walk for prolonged period and over uneven terrain for extended periods as required by work assignments. May also be required to lift up to 50 lbs. and work in confined spaces and in hazardous locations.
