Project Overview:
Bechtel along with Bantrel and Comtech, have been appointed as the Delivery Partner (DP) for the Ontario Line (OL) Project in Toronto, Canada. The OL is a brand-new metro line serving some of Toronto’s busiest districts and brings much needed additional connectivity and capacity to the city’s public transport network. The project scope includes the design, build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new underground, surface and elevated track. The OL Project is being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts. The OL is planned to open for passenger service in 2031. The DP, the customer Metrolinx and the Technical Authority (TA) are working together as the Integrated Project Team (IPT) to manage the delivery of the project.
Job Summary:
The cost analyst will be responsible to perform cost estimating, analysis, and control activities, as directed for the P3 Contractors. The ideal candidate will have the right to live and work in Canada and current or previous experience with Bechtel work processes related to cost. This position is one that will require the ability to create and manage databases of large data in multiple formats. #LI-ML1
Major Responsibilities:
- Assists in preparing cost data and analysis for the Ontario Line project under the supervision of the DP Senior Cost Manager.
- Participates in developing and presenting training classes on designated subjects and on-the-job training programs.
- Develops and applies unit rates (cost and jobhours) to quantity takeoffs and to otherwise developed quantities within a discipline or other specialty as presented by the P3 contractors.
- Prepares specific budgets in accordance with prescribed standards and procedures.
- Prepare and manage the Ontario Line Delivery Partner staffing plans.
- Prepare and coordinate monthly invoices and cost reports.
- Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures.
- Independently provides financial reporting and trending, with oversight, from the DP Senior Cost Manager.
- Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts.
- Investigates the requirements for estimating and/or cost control data for a specific discipline/other specialty application.
- Collects and classifies cost engineering data.
- Performs data analysis and development.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
Required Knowledge and Skills:
- Experience performing statistical analysis, and computer operations, or skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.
- Skilled in oral and written communication.
- Knowledge in the use of computers for executing work processes.
- Basic level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
- Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
