Job Summary
Reporting to Manager Compensation, the role will lead and/or participate in the development, implementation and maintenance of various total rewards programs, services and processes for bargaining unit (BU), non-bargaining unit (NBU) and executive employees.
Provide technical advice and consultation to Human Resources (HR) partners and business areas on items regarding total rewards programs, policies and processes including exceptions, implementations and sensitive/contentious matters.
Lead and/or participate in total rewards related projects as required. Partner and collaborate with other HR or business areas on their projects that include compensation, benefits and other rewards components.

Major Responsibilities
- Act as a resource on matters relating to the WSIBs’ total rewards programs. Consult with internal and external stakeholders as required. Provide technical advice and consultation to business areas and divisional business partners on total rewards programs, policies, processes and practices, including but not limited to:
- administration of annual total rewards programs such as NBU merit, short-term incentive (STI), self-funded leave, etc.,
- job evaluation/classification programs for BU and NBU jobs, job analyses and documentation,
- application of salary and benefits administration policy/guidelines,
- benefit plan entitlement for employees and retirees,
- liaise between employees and benefit carriers/vendors to investigate and resolve escalated benefit claim issues, and ensure timely resolution,
- collaboration with People Systems teams on total rewards requirements and reporting needs to conduct analysis or pull information,
- consultation on sensitive/contentious matters related to benefits, job creation and individual salary treatment,
- facilitation of educational sessions as requested/required which includes development on training materials.
- May be required to manage the effective planning, design, communication, implementation, maintenance and administration of WSIB’s job evaluation programs. Activities include but not limited to:
- ensuring job evaluation programs, plans and processes are current, maintain internal equity, comply with various regulatory requirements, such as the Pay Equity Act, and maintain alignment with the organizations’ values and needs,
- recommending, implementing and communicating changes to job evaluation programs, plans and processes as required,
- evaluating jobs using appropriate job evaluation plan for BU and NBU jobs; jointly with the union as a member and employer representative on the Joint Job Evaluation Committee (JJEC), or as part of the NBU evaluation committee,
- leading the JJEC meetings. Represent employer in JJEC discussions and job evaluations. Oversee the administration and implementation of JJEC processes and ensuring information is available and accurate,
- handling matters pertaining to job evaluation processes and/or results as required,
- conducting and managing the annual review of WSIBs’ BU and NBU pay equity plans to ensure compliance to applicable regulatory/legislative requirements,
- developing, creating, amending job documents (e.g., job description and/or questionnaires) for both BU and NBU jobs, which includes activities not limited to:
- utilizing appropriate job information collection and analysis techniques to ensure job documentation is complete and appropriate for job evaluation using applicable job evaluation plan,
- identifying additional information required to clarify job content, relationships to other jobs in client group area and across the organization as necessary,
- creating and assigning job code numbers on job descriptions and HRMS as appropriate.
- Actively participate on project teams, reviewing total rewards programs affecting bargaining and non-bargaining unit staff or other Human Resources programs. Work with external consultants on projects (e.g., benchmarking) including providing guidance and being a resource for information. Projects include but not limited to:
- Annual NBU Merit Program, activities include:
- conducting market research and assisting with preparation of recommendations on annual merit budget and merit grid.
- creating/revising merit program guidelines .
- creating, distributing and compiling salary data for each business area.
- ensuring consistent application of merit grid and guidelines by the business areas.
- providing recommendations and assisting in updating the salary structure.
- providing guidance to other HR areas on process and implementation.
- Collective Bargaining support and implementation:
- providing information, including history, recommendations and analysis.
- implementing changes, including working with Peolple Systems and Administration teams on system/language changes, Employee & Labour Relations teams on interpretation/application, and with JJEC on communication to BU employees as applicable.
- Policy Revision(s) impacting/impacted by total rewards program changes:
- conducting research and analysis, obtaining and compiling information, identifying issues/anomalies and making recommendations for improvements.
- Support organizational design and other change initiatives.
- Provide statistical analysis, forecasts and research on total rewards matters including sourcing and analyzing data obtained from internal sources (e.g., People Systems), and external sources (e.g., public/private sector organizations and external consultants), performing regression analyses and costings.
- Participate as WSIB representative in annual and ad hoc total rewards surveys. Complete market research as required to support projects or business needs.
Minimum Level:
Education
- Bachelor’s degree in Human Resources Management, Business Administration or Social Sciences
- 5 – 7 years of related experience.
- Certified Compensation Professional (CCP)
- Certified Employee Benefits Specialist (CEBS) or Certified Benefits Profession (CBP)
Experience:
- 7+ years of related experience
- Certified Compensation Professional (CCP) or Certified Employee Benefits Specialist (CEBS); and CHRP/CHRL
