Reporting to the Manager of Analytics, the Strategic Planning Analyst (SPAII) will be the conduit to build, execute, and operationalize strategic initiatives within Fleet & Facility Services. Using a combination of branch and corporate analytics, this position will work closely with senior leadership and internal resources to drive continuous improvement and operational excellence. Project planning and execution will include regular site visits to the operational areas to develop a strong understanding of the pressure points and priorities that will influence recommendations.

What will you do?

  • Conduct analysis of performance measurement and trend data to develop project plans and work with management to prioritize business and information needs
  • Locate and define process improvement opportunities by interpreting data and analyzing results
  • Develop and implement databases, data collection systems, data analytics, and other strategies that optimize business efficiency and data quality
  • Develop dashboards, reports and presentations by acquiring data from primary or secondary data sources including SAP
  • Prepare recommendations for senior management regarding project implementation, budgets, timelines, and performance metrics. Oversee, report on project deliverables, and manage specific projects as Project Manager
  • Coordinate stakeholder engagement and understand the political sensitivities that drive urgency and decision making within the organization
  • Interpret data, analyze results using statistical techniques, and provide ongoing reports to interpret trends or patterns in complex data sets. Lead and assist in operational audits, including work order data and data integrity
  • Integrate branch and operational data, dashboards, and reporting (including monthly meetings with service delivery and analytics teams)
  • Work with Finance to link operational and financial results, including forecasting and budget development
  • Perform other related duties as required


Qualifications:

  • An Undergraduate Degree (or higher, or equivalent) in Business Administration, Public Administration or a related discipline
  • A minimum of five (5) years of progressively responsible experience in strategic and operational business planning, working with corporate performance measures and budgets, data analysis, and/or business and case development


Assets:

  • Leadership and project management experience in a public sector and/or operational environment


Skills required for success:

  • Considerable knowledge and experience in strategic and business planning, change management techniques, process improvement, policy development, and engagement activities
  • Proficiency with Google Workspace (Sheets, Docs, Calendar, Gmail, etc), Google AppSheets and experience with Tableau or other dashboard presentation tools and the ability to learn and adapt to evolving technology
  • Knowledge of the development and management of project performance measurement strategies and tools
  • Knowledge of procedures to alignment performance measures with the department’s business plan goals
  • General knowledge about OH&S and environmental standards as it relates to project management within an operational environment
  • Significant knowledge of corporate priorities, strategies and initiatives and associated timelines associated with the corporate reporting processes/protocols
  • Advanced level knowledge of primary and secondary research methodology, including design and implementation, data collection, and trend/results analysis and presentation
  • Good understanding of integrating strategic planning into operational practice
  • Significant skill and ability in project and process management, including the ability effectively gather, synthesize, and analyze data, as well as ensure budget alignment and monitoring
  • Experience and skill in the use of analytics and data intelligence to support decision making processes, including the ability to formulate operational, financial, and strategic designs that support business requirements
  • Good understanding of the business limitations and find best-fit alternatives that will isolate risks while maintaining forward momentum
  • Excellent communication skills, including the ability to express complex ideas and concepts effectively and persuasively, both verbally and in writing
  • Excellent interpersonal skills, including the ability and expertise to lead and collaborate within integrated, interdisciplinary teams on business strategy development
  • Strong facilitation skills, including the ability to tailor information to different audiences and in a variety of mediums and formats
  • Strong conflict resolution skills, including the ability to build and maintain strong relationships, positively engage stakeholders, and create buy-in
  • Strong problem solving skills, including the ability to develop creative approaches to complex issues through a commitment to effective collaboration

Conditions of Employment:

  • Compliance with the City of Edmonton's safety standards for Personal Protective Equipment (PPE), such as wearing steel toed boots, is a requirement for this position when working within the operational facilities
  • Valid Alberta Class 5 driver's licence (or provincial equivalent)
  • Applicants may be required to arrange their own transportation for use on City business, and where appropriate will be reimbursed in accordance with City of Edmonton policy


Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Hours of Work: 40 hours per week

Salary Range:$46.086 - $58.232 (Hourly); $96,227.570 - $121,588.420 (Annually)
