Job Description

The Emergency Response Services Manager role reports to the RST General Manager and has two main areas of focus. The first area involves coordinating all activities at Bayshore Railyard, including assignment of daily work, ensuring safety and compliance, maintaining equipment, managing paperwork, and building business relationships. The second area involves coordinating all Emergency Response incidents, including assigning team leaders and members, ensuring compliance and equipment maintenance, managing paperwork, providing training, and building business relationships. Additionally, the role involves liaising with third parties, supporting budgets and fixed costs, and measuring and tracking compliance programs and Emergency Response Assistance Plans.

Responsibilities

Coordinate all activities at Bayshore Railyard includes, but is not limited to:

  • Assignment of all daily work assignments.
  • Ensure all fueling and chemical handling activities by truck, train or boat meet client demands while ensuring quality, safety, and adherence to company and customer procedures.
  • Ensure maintenance of equipment
    • including trailers, vehicles, PPE, and supplies to ensure adequate supply, compliance, and proper working order.
  • Provide gap analysis of equipment and capabilities for all existing and new customers.
  • Ensure all relevant paperwork is completed and support office administration requirements including billing, document retention and data management.
  • Support the documentation of all Bayshore processes and supervision of training.
  • Build relationships to grow the business year over year through transloading and repair services.
  • Support divisions budgets and fixed costs within budget.
  • Liaise with third parties including government agencies, consultants, insurance providers relative to Bayshore requirements.
  • Ensure and approve all full-time employee coverage along with on call duties.

Coordinate all Emergency Response incidents, includes but is not limited to:

  • Assignment of Team Leaders and Team Members for all emergency response incidents / jobs including on call coverage
  • Assist in incident investigation duties as required.
  • Coordinate and track all training, certification for all commodities, as well as compliance with ERAC, ECRC, Chlorine Institute and CERCA (TEAP III)
  • Ensure maintenance of equipment
    • including trailers, vehicles, PPE, and supplies to ensure adequate supply, compliance, and proper working order.
  • Provide gap analysis of equipment and capabilities for all existing and new customers.
  • Support office administration / paperwork requirements including billing and reports.
  • Support the documentation of all ERS processes.
  • Supervise or provide all ERS Training.
  • Build relationships to grow the business year over year through retainer, training services as well as event responses.
  • Support divisions budgets and fixed costs within budget.
  • Liaise with third parties including government agencies, consultants, insurance providers relative to ERS requirements.
  • Measure & track leading indicators relative to government and agency association (i.e. LPGERC, CPA) compliance programs as well as all Emergency Response Assistance Plans (ERAPS) filed with transport Canada.

Qualifications

  • Bachelor Degree and a minimum of 5 years’ experience in emergency response services.
  • Strong verbal and written communication skills, ability to lead and delegate.
  • Training experience an asset, strong attention to detail and proficiency in Microsoft excel.
  • Must be able to problem solve, creativity and critical thinking skills.
