Job Title: 29954 -RFR-DTS-029– Project Manager
Office Location: Onsite & Remote
#Business Days: Up to 24 Month
Duration: The duration of the engagement may be for up to a 24-month term. Due to the nature of projects, there may be exceptional circumstances where the total term may be extended beyond 24 months. The 24-month term is anticipated to start with a 6-month initial term followed by up to 18-month renewal(s).

SERVICES AND DELIVERABLES
All Services will be performed on-site with primary location at 215 Garry Street, Winnipeg, in the province of Manitoba, regardless of the location of residence of the Proponent’s resource. The service location of the resource may change as a part of STATEMENT OF WORK between Proponent and Manitoba. Manitoba at its sole discretion may provide an option to work remotely. The remote working rate is the rate at which the proponent’s resource will work primarily remotely and called onsite if needed at Manitoba’s sole discretion. The onsite rate is the rate at which proponent’s resource will work primarily onsite as per the location defined in STATEMENT OF WORK and may work remotely if needed with prior written permission from Manitoba at its sole discretion.
Standard working hours for the resource will be in accordance with Manitoba usual working hours of 8:30 am to 4:30 pm CST (7.25 hours per day), Monday to Friday. Manitoba offices are closed on all Manitoba statutory holidays, and these days will be unpaid. Manitoba at its sole discretion may decide that at certain times extended working hours are needed to meet project deadlines. But extended working hours are to cover exceptional circumstances and may not be available during the entire duration of the engagement with the proponent’s resource. Overtime work cannot be used and billed unless approved by Manitoba with an advanced written approval.

General
A clean criminal record check status will be required at the proponent’s expense prior to the successful Service Provider Resource(s) arriving onsite or working remotely. Maintaining a clean status is required throughout the Proponents contract. An enhanced background check, completed by Manitoba may be required on certain projects due to the confidentiality of the materials shared to the Proponent. If the proponent fails, they must rectify on their own cost and time.

Role Description
Project Management Services
- Manitoba views Project Management as the comprehensive management and control of all aspects of the project throughout all phases of its life cycle to achieve prescribed objectives defined in terms of Project Manager Responsibilities. Through the application of appropriate management techniques, the Project Manager will lead and manage the efforts of the Project Team to achieve the objectives of the project to meet project requirements. The Project Manager is expected to work competently using several project management methodologies including but not limited to waterfall, agile and hybrid.
Project Initiation and Planning
General
- Responsible for regular communication with all project stakeholders' groups including the project owner, project teams and resources, consultants, and Manitoba staff.
- Responsible to direct the activities and deliverables of assigned project management resources.
- Review, record and manage contract change management within Manitoba authority and approval framework.
- Actively monitor all risks and opportunities to the project, communicating with project stakeholders including but not limited to project team, owners and Service Providers regularly.
- Will be responsible for coordinating and managing all activities required to be complete the projects.
- Responsible for project entry and data management within Manitoba project management framework and information management systems.
- Develop and maintain detailed project schedules ensuring integration of capital and operating streams and providing regular updates to the Manitoba manager identified for their project.
- Operate within the approved project budget in accordance with the Manitoba capital framework. Weekly reporting and tracking is expected using internal Manitoba systems which will include but is not limited to both actual and forecasted monthly project spending.
- Manage implementation for conformity within the approved project requirements, including detailed scheduling and coordination.
- The PM will work with consultants and external and internal stakeholders from Manitoba and be responsible for defining the requirements of the project including the detailed design documents and specifications up to a tender ready document package. Support and participate in the tendering process including assisting the selection committee to award the tender to the qualified proponent and issue the contract. Development of project scope, quality, budget, schedule, risk, and adhering to all federal, provincial and municipal acts and regulations, laws and legislation.
- Develop the procurement plan in accordance with Manitoba obligations and policies for the project.
General
- Delivery of project plan to ensure alignment of project goals and expectations including management of Service Providers and contractors, manage and control project scope, schedule and budget, quality, risks, communications, stakeholders and change control.
- Manage all changes to scope through project charter and/or Change Order process, review and approve submitted costs and track against both approved budget and schedule. Advise Manitoba Manager when project budget increase or schedule delay is projected to occur. Work within Manitoba systems to seek and obtain approvals.
- Project Manager is required to monitor and navigate project through Manitoba’s internal processes such as Architectural Review Board (ARB) approval process.
- Responsible to manage project budget including review and process progress claims, advising on timing of final payment and release of holdback monies. Biweekly/Weekly reporting and tracking is expected using internal Manitoba systems/processes including but not limited to Cash flow reporting of both actual and forecasted monthly project spend.
- Responsible to conduct start up meeting, attend bi-weekly client meetings and other as required. The PM will be require to provide regular communication including reporting on projects status, budget and schedule using Manitoba systems and templates.
- Track and manage overall Project opportunities and risks. Maximizing opportunities and managing issues. Work with Stakeholders to inform the issue and provide recommendations to be communicated Project Manager as necessary.
- Manage quality assurance and control requirements ensuring work conforms to the contract including review of mock-ups and deficiency reviews.
- Responsible to manage and coordinate provision of staff training on new systems.
- Responsible for project entry and data management within Manitoba project management framework and information management systems.
- Work with Manitoba to tender, recommend, select and negotiate contracts with vendors.
- Conduct project closeout review.
- Assemble and review all necessary project close out information including transfer to operations, as-built documents, training manuals etc…
- Lessons learned with all stakeholders and clients.
- Final project close out.

The following are minimum qualifications and/or experience for the delivery of the Services.
- The Resource must have the following minimum qualifications or experience:
- Minimum of ten (10) + years of experience managing Information Technology projects
- Valid PMP Certification or Prince2 Practitioner certification.
- Expertise in project lifecycles, and project planning including Resource, cost, and schedule estimation.
- Experience developing business cases
- Experience planning and managing projects in a Public Sector organization
- Experience managing multiple projects concurrently
- Excellent interpersonal and listening skills
- Strong facilitation skills
- Strong critical thinking and problem resolution skills
- Strong communication skills; oral, written and presentation
