Position Summary

Reporting to the Supervisor, Admissions Engineers & Geoscientists, the Engineer or Geoscientist, Admissions provides recommendations on applications for enrolment, registration or reinstatement. The role serves to ensure that public interests are met by confirming that applicants have met the qualifications for membership according to legislation and Board of Examiners (BOE) policy.

This role acts as a subject matter expert on registration matters and reviews recommendations to enroll, defer or refuse made by APEGA staff and/or members of the BOE. As a subject matter expert, the role will ensure that the BOE’s final considerations on applications are consistent with legislation, policy and upholding the public’s interests.


Responsibilities

Review applications for membership in accordance with the Engineering and Geoscience Professions (EGP) Act, Regulations, Bylaws, and BOE policy, to assess whether an applicant has met the qualifications for enrolment or registration.

  • Assessing completed applications to determine if they are in a form acceptable to present to the Registration Executive Committee (REC), and that the applicant meets the eligibility requirements for one of the categories of membership in the association;
  • Making recommendations to the Supervisor, Admissions Engineers & Geoscientists if the application should be declined without going to the REC;
  • Assessing applicants experience records, claimed competencies, reference/validator information against the requirements for registration or enrolment;
  • Providing recommendations to approve, refuse or defer the applications (e.g. providing clarification as to why and how an applicant has or has not met the qualifications for

enrolment or registration

  • Referring specific applications, in whole or in part, to appropriate members of the Registration Committee (RC) or REC for review when knowledge of specific fields of experience or academics is necessary to provide a more thorough assessment of the applicant’s qualifications for membership;
  • Assessing professional licensee applications and the proposed scope of practice, and either recommend approving the scope or recommend a scope that is more appropriate to the applicant’s practice, or recommend refusal or deferral;
  • Assessing academic records and comparing to existing APEGA and other Canadian syllabi, determine if an applicant’s academic training is equivalent to Canadian academics, determine what, if any, shortfalls exist, and make recommendations on additional training required to meet Canadian standards.

In collaboration with the Supervisor, Admissions Engineers & Geoscientists, Admissions Manager, Director, Registration and Director, Registration Operations, provide lead support in the preparation and facilitating REC and RC meetings by:

  • Reviewing recommendations and motions of staff who undertake application case note preparation to determine if the description of the recommendation is accurate and the proposed course of action reasonable (i.e. that a motion is clear and indicates outstanding requirements);
  • Reviewing and providing clarification on recommendations made by Registration Committee (RC) Subject Matter Experts (Academic and Experience Examiners) against legislation and policies (e.g. providing clarification if an applicant’s academic credentials are covered under a Mutual Recognition Agreement);
  • Upon request by REC and RC members, providing context for recommendations made, providing additional supporting information, and acting as a knowledge resource to the Board of Examiners on general matters of legislation, policy or precedence.
  • Facilitating Full Academic Committee (FAC) and/or Full Experience Committee (FEC) (e.g. Co- chairing a meeting that may include multiple Professional Members that will be reviewing application details and providing input to assist them in providing recommendations consistent with legislation and policy). This includes completing academic assessments for applicants with complex academic credentials or providing clarification on how an applicant’s experience credentials relate to the practice of engineering or geoscience, policy, past BOE practice and/or legislation.

Provide support to staff, Statutory Board volunteers and applicants to assist with the appropriate operation of the Admissions and Registrations Department

  • Acting as a Subject Matter Expert, responding to escalated enquiries concerning the application requirements, and interpreting legislation and BOE policies;
  • Liaising with Academic and Experience Examiners in order to respond to questions and provide feedback on examiner issues;
  • Diffusing the emotional nature of applicant enquiries with clear explanations;
  • Making recommendations and/or escalating applicant enquiries to management staff where special circumstances of the application may be outside policy requirements;
  • Presenting registration material at external presentations for training and education purposes for new BOE members and applicants (e.g. presenting requirements for registration presentations for permit holders or to the RC).

Provides input and the support of policy development and revision to Supervisor, Admissions Engineers & Geoscientists and Admissions Manager for consideration of adoption and implementation. This role will instrumental in updating or implementation of new policies by:

  • Reviewing and proving commentary on draft policy to make sure that the policies are fair, and consistent with legislation
  • Presenting revised or new policy to the Admissions Team and BOE members to ensure understanding and compliance

Knowledge, Skills & Abilities

  • Thorough understanding of regulatory processes or bodies or legislation, and how to work, interpret and apply legislation when evaluating credentials.
  • Senior level understanding of what is and what is not engineering or geoscience work, combined with the ability to articulate it clearly; specifically, the difference between professional engineering or geoscience work and technologist work.
  • Ability to influence others through explanation of legislation, policies and the practice of engineering and geoscience.
  • Ability to analyze and interpret large amounts of detailed information related to the practice of engineering and geoscience and be able to synthesize it into recommendations to the BOE.
  • Significant skill in policy and legislative analysis.
  • Ability to provide direction and coaching to staff and BOE members, where required.
  • Ability to exercise sound judgement to make decisions regarding applications and policy matters.


Qualifications

  • Professional Engineer or Geoscientist registered with APEGA or eligible for professional membership in APEGA
  • Combined with 10 years of broad engineering or geoscience related experience.
  • Preference will be given to candidates who have worked in environments working with legislation, regulations or where policies or rules govern practice apply.
