The City of Edmonton is seeking a dedicated individual to fill the Development Permit Inspections & Compliance Officer position within our Development Permit Inspections unit. This position will play a key role in ensuring new development complies with the City’s Zoning bylaws and enhances Edmonton's livability. The successful candidate will conduct inspections of new developments and provide guidance on zoning regulations to builders, property owners, and homeowners.

Demonstrated ability to build positive relationships and strong partnerships with a diverse group of team members and stakeholders, and the desire to work functionally in a team environment Knowledge and experience with planning terminology, practices, procedures, and work methods applied within a planning environment Ability to interpret regulatory,and statutory documents including legislation and bylaws governing the business activities of the area such as the City of Edmonton’s Zoning Bylaw 20001 and the Municipal Government Act Demonstrated ability to read and interpret construction blueprints, Real Property Reports, and other construction plans Ability and willingness to drive a high volume of kilometres in an urban environment and conduct inspections and gather evidence in all weather conditions while working alone while maintaining a high standard of safety on active construction sites Ability to collect and compare inspection findings against previously approved development permits and construction plans, and the City’s Zoning Bylaw in order to make determinations regarding the compliance of a development, - including but not limited to:
Conditions of Employment:
Up to 2 temporary full-time positions for up to 11 months
Hours of Work: 33.75 hours per week
Salary Range: $39.1530 - $49.215 Hourly $68,977.80 - $86,704.53 Annually

What will you do?
- Research and inspect residential properties under development by reviewing site plans, construction l drawings, and attending high volumes of construction sites to ensure the property has been built in accordance with the approved development permit and the regulations of Edmonton Zoning Bylaw 20001
- Manage a highly-organized caseload of inspections files - compiling, organizing, and preserving inspection information in accordance with statutory regulations and internal inspection procedures
- Actively communicate with builders, providing education regarding the City’s Zoning bylaw, notifying them of inspection findings and next steps to remediate deficiencies where they are found.
- Follow established Occupational Health and Safety protocols and regulations outlined in corporate policies and procedures
- Follow an escalated 4E compliance and enforcement model where bylaw infractions exist - providing education to stakeholders, issuing written or verbal warnings for non-compliance, or referring non-compliant files to senior officers for escalated enforcement
- Provide community and industry stakeholders with knowledgeable and timely responses to inquiries related to zoning bylaw regulations or contraventions

- 2-year diploma in Planning, Landscape Architectural Technology, Architectural Technology, Construction Engineering Technology, Civil Engineering or related diploma program from a recognized institute of Technology or Community College
- 2 years of previous experience in planning or conducting site inspections is required. Candidates with less than 2 years of experience may be considered at an opportunity concept level
- Identifying vegetation and plant materials, landscaping, and hardscaping materials
- Identifying alterations to approved building elements such as building height, location, setbacks, and architectural features
- Interpreting development permits, construction drawings, and the City’s Zoning bylaw to render decisions
- Demonstrated experience making decisions based on interpretation of technical drawings, development permit site plans, development conditions, standard operating procedures, and bylaws/legislation
- Strong organizational skills with the ability to work independently and with a high degree of accuracy without additional support/review/proofreading
- Able to handle confidential and sensitive information according to corporate guidelines
- Exceptional organizational and time management skills with a demonstrated ability to prioritize and re-prioritize high volumes of competing work
- Strong verbal and written communication skills, including public speaking, report writing, and letter composition.
- Proficiency with: Google Suite, Google Docs, Microsoft Excel/Google Sheets, Microsoft Powerpoint/Google Slides and familiarity with other enterprise systems including but not limited to POSSE, CORES, SPIN, SAP, SLIM, and GIS

Conditions of Employment:
- Hire is dependent on a Police Information Check (PIC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement
- Valid Alberta Class 5 driver's license (or provincial equivalent)
- You will be required to arrange your own transportation for use while on City business. Where appropriate, you will be reimbursed for expenses related to that travel in accordance with City of Edmonton policy. You will be required to obtain business auto insurance
- Compliance with the City of Edmonton's safety standards for Personal Protective Equipment (PPE), such as wearing steel toed boots, is a requirement for this position
- Note : This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
