Job Summary

The Regulatory Affairs, Quality Assurance & Compliance Director will be responsible for leading and managing all aspects of regulatory compliance and quality assurance within Dollarama. This role is essential in maintaining and improving product quality, ensuring compliance with relevant laws and regulations, and safeguarding Dollarama’s reputation. The Director will have a forward-looking view for the business, anticipating non-compliance issues before they arise. The Director will socialize the importance of compliance across the organization, with a focus on adherence, visibility, functionality and effectiveness.

The Director will work cross-functionally with the legal, buying, replenishment and logistics teams.

Key Accountabilities

  • Develop and oversee control systems to ensure adherence of all merchandise to regulating body requirements;
  • Leads and oversees a team of specialized compliance professionals to ensure adherence to regulatory requirements and quality standards.
  • Stay abreast of evolving regulations, standards, and guidelines related to consumer products such as toys and other children’s products, batteries and electronics, food, medical devices, cosmetics, over-the-counter drugs and natural health products;
  • Act as the primary point of contact for regulatory agencies for product related inquiries and during inspections;
  • Advance and develop internal policies and procedures and perform ongoing internal audits, ensuring conformity;
  • Perform pre-market and post-market surveillance, assisting in risk management assessment;
  • Be responsible for compliance with all regulatory requirements;
  • Be responsible for the preparation of documents and submissions to regulatory bodies and for liaising with agency personnel;
  • Collaborate with functional departments in the review of analytical testing methods, manufacturing formulation records, labeling, and packaging, for all products, in accordance with regulatory requirements applicable to general consumer goods, food products, dangerous products, whether sourced domestically or imported;
  • Design the preventative measure / risk assessment process for listing new products;
  • Assess changes to manufacturing processes and product specifications to reaffirm products for listing;
  • Stay abreast of new market developments and requirements, anticipating risks and implementing measures to mitigate risk;
  • Have accountability for overseeing multi-country regulatory compliance requirements, beyond the borders of Canada (e.g. South America); and
  • Report compliance issues and compliance results to senior management.

Job Requirements

  • University bachelor’s degree in engineering, science, law, or chemistry or equivalent.
  • A minimum of eight (8) years experience, gained in a highly regulated field and/or in regulatory operations and will include experience managing third party audit/testing systems; further experience gained in the retail industry would be an asset.
  • Knowledge of and prior experience dealing with relevant governing bodies – CFIA, Health Canada, Environment Canada, etc.
  • Extensive knowledge and experience with regulations, standards, and guidelines related to consumer products such as toys and other children’s products, batteries and electronics, food, medical devices, cosmetics, over-the-counter drugs and natural health products.
  • Proven experience, pointing to a track record of successfully developing and advancing a compliance function for a business and examples of continuous improvement initiatives.
  • High energy level, be self-motivated as well as creative, innovative and flexible and will thrive in a fast-paced environment.
  • Has strategic agility, product acumen, process orientation, project management, mindset, and change management competencies.
  • Resilient, detail oriented, results oriented, possess a high sense of ownership and strong problem-solving abilities.
  • Excellent teamwork and collaboration, communication and influencing skills, with the ability to influence across all levels and all functions of the organization, coaching and leading resources that are not direct reports.
  • Skills for conflict management, in-depth problem solving and analysis and championing change.
  • Bilingual, French and English, required; further fluency in Spanish would be strong asset.
