The target hiring range for this position is $28.04 to $35.05 with a maximum of $42.07.

Job Description
Accountabilities:
Incumbent may perform all, some, or similar range of duties as below.
Facilities Coordination
- Be familiar with all aspects of building systems and building and grounds operations; is conversant with all safety, fire, and building codes.
- Ensure that established building standards and efficiencies are maintained.
- Conduct regular site inspections of all buildings for repairs and maintenance; follow-up with ED or AED for action plan, as required.
- Plan facility activities, control schedules, develop work standards and assignments for work activities, based on work priority, quantity of equipment and skill of personnel.
- Ensure compliance with all applicable government legislation, as well as Salvation Army policies and procedures, related to building maintenance.
- Plan, direct, and implement preventative maintenance procedures for related equipment; recommends and performs minor and some moderate repairs.
- Participate in planning and coordinating renovation projects, including dry walling, minor electrical repairs, painting, and plumbing.
- Determine, recommend and requisition needed maintenance supplies and equipment.
- Communicate with vendors and other outside organizations to coordinate activities and obtain assistance.
- Conduct regular site inspections ensuring building and equipment meets scheduled and periodic maintenance requirements, and contractor service levels are achieved.
- Conduct moderate troubleshooting of building systems and call-in other professionals when required.
- Carry out maintenance requirements on a scheduled or periodic basis including but not limited to filter replacement, lamp replacement, HVAC adjustments, washrooms, and equipment repairs, etc.
- Maintain and adjust computerized programs for all systems including but not limited to, building automation and lighting controls, security access controls, and preventative maintenance packages as required.
- Respond to emergency conditions and building emergency calls, including after hours, and report accordingly.
- Oversee facilities team and schedule maintenance requests.
- Monitor risk management and environmental issues, and report accordingly.
- Participate in emergency evacuation training sessions.
- Perform inspections and maintain established practices; train new employees; keep records and prepare reports.
- Performs other related duties as assigned by the ED or AED.
- Maintains and develops positive relationship with donors; may evaluate donations, and manages pickup, storage, and distribution of donations.
- Responsible for safe and efficient operation of the facility, facility equipment and vehicle fleet.
- Ensures equipment and vehicles are maintained in good working order, schedules preventative and routine maintenance.
- Maintains facility inventory in compliance with The Salvation Army and governmental guidelines.
- Ensures compliance with legislative and organizational policies (e.g., OH&S, provincial and municipal highway traffic acts, Food Sanitation and Hygiene).
- Ensures facility staff members are trained and/or licensed in safe operation of equipment, as required.
- Ensures the department is fully staffed with qualified staff and that staff have the resources to do their jobs.
- Hires, orients, supervises, trains, supports, evaluates, direct reports.
- Grows, develops, and coaches direct reports to meet organizational needs.
- Completes annual performance reviews on direct reports.
- Ensures employees are paid accurately and on-time utilizing The Salvation Army’s electronic payroll system and following all policies, procedures, and practices.
- Ensures department staff complete all mandatory training and e-learning courses within the set time frame and reviews the skills and competencies of staff to ensure they adequately meet the requirements of the job.
- Ensures compliance with all employment legislation and workplace policies and practices.
- Establishes and maintains a positive working relationship with staff, participants, volunteers, vendors, and contractors.
- Identifies and implements effective practices for risk management to ensure safety for program staff, minimizing liability and enhancing/upholding the reputation of The Salvation Army.
- Ensures that the equipment, materials, and protective devices are provided and maintained in good condition.
- Ensures maintenance staff are trained to competently perform their duties in a healthy and safe manner.
- Monitors the safety of the workplace and equipment, ensuring the facility is safe and healthy for participants, staff, and visitors.
- Ensures compliance with all Occupational Health and Safety Legislation and workplace health and safety policies, procedures, and practices.
- Performs and maintains Fire and Life Safety inspections and logs.
- Submits incident and injury reports as required.
- Assists the ED or AED to prepare department budget for upcoming fiscal year.
- Completes documents required by Finance in accordance with policies and Finance Procedures i.e., purchase requisitions, invoices, and other finance documents.
- Demonstrates diligent stewardship of resources.
- Maintains sites and buildings maintenance databases.
- Prepares requests for purchase order requisitions as instructed with all required back up.
- Prepares and maintains a variety of records and reports/logs including, inventory levels, facilities status, and work performed, including those required by accreditation standards and legislation.
- Files all contractor maintenance reports and keeps all records accessible in accordance with The Salvation Army Accreditation Standards.
- Prepares work schedules for supervised staff.
- Reviews position and training manuals to ensure information is current.
- Develops and maintains an up-to-date Maintenance Manager position manual.
- Develops and maintains an up-to-date maintenance and Facility operational manuals.
- Develops, documents, and maintains processes and reports as needed.
- Stays informed of legislative and organizational policies such as building code, fire code, pandemic practices, and protocols.
- Conducts regular staff meetings.
- Attends meetings as required.
- Completes and submits monthly reports as requested.

MANAGERIAL/Technical Leadership RESPONSIBILITY
- Reports directly to: ED or designate.
- Provides first line/supervisory direction and functional advice on a regular basis.
- Direct reports for this position: up to 20 employees (Maintenance Workers, Caretakers, Drivers, etc.).
- Assists in the preparation of department annual budget.
- Expenditure approval up to $5,000.
- Input into new policy development.
- Responsible for safekeeping of facilities and facility equipment and supplies.
- Works at the facility or its various sites, which may include traveling between sites using personal and/or company vehicle daily.
- Work is performed in a community-use, facility, shelter, warehouse, or other environment; inside/outside of the facility.
- Exposed to weather as work is done indoors and outdoors in all seasons.
- Work schedule may vary (evenings, weekends, and on-call for emergencies).
- May be exposed to hazardous driving conditions, as well as varying temperatures depending on seasonal weather.
- Moving furniture, pushing, and pulling, as well as lifting items up to 20 lbs
- Incumbent is on call 24/7 and carries a cell phone, which may impact lifestyle.
- Supervises work in restricted spaces and heights (up to 35 feet up).
- May deal with aggressive people and may experience verbal, and less likely, physical attacks.
Education And Experience Qualifications
Education, Qualifications and Certifications:
- The successful job applicant will have completed high school, grade 12 or the equivalent.
- Valid Manitoba Class V driver license.
- Criminal Record Check with Vulnerable Sector Screening
- Child Abuse Registry check.
- Adult Abuse Registry check.
- Alternative combination of education and experience may be considered.
