SENIOR MANAGER, HOMELESSNESS:

($113,698 - $133,762 Annually)

Position Summary

The Senior Manager, Homelessness leads and manages the implementation of the Coordinated Access and Assessment (CAA) program and associated initiatives including outreach and encampment response across the province. The position provides leadership to regional teams in delivering the homelessness program in partnership with homelessness-serving stakeholders and facilitating the housing of individuals who are homeless or experiencing chronic homelessness.

He/she/they develops strategies to address service gaps to identify housing capacity stock and contributes to the administration of the CAA programs, process and/or oversees the CAA implementation process in addressing the gap between the number of homeless on the streets and staying in shelters with the complex issues of coordinating their relocation to permanent/stable housing.

The position contributes to the administration of the outreach, triage and assessment initiatives, prepares and administers the provincial operating budget for the encampment and outreach components. The position contributes to the development of related provincial training initiatives, provides consultation, advice and recommendations regarding improvements to the CAA program framework and provincial program planning.

CANDIDATE PROFILE

The successful candidate will have the following:

EDUCATION & EXPERIENCE:

  • Bachelor’s Degree in Public Administration, Business Administration, Social Work, Community Planning , including courses in social service delivery, business/partnership development and community relations.
  • Extensive experience at the community level in building relationships and providing leadership to partners and stakeholders in housing the homeless or other diverse populations with complex social, health care and/or behavioural issues.
  • Extensive experience in leading the implementation of housing related programs and providing oversight to regional and community stakeholders supporting program operation/delivery.
  • Or an equivalent combination of education, training, and experience acceptable to the Employer.
  • Tier I CRC required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Comprehensive knowledge and understanding of the philosophies, practices and standards pertaining to the delivery of programs and services for the housing of vulnerable populations, particularly the homeless
  • Comprehensive knowledge of the different types of mental health and/or addiction housing models
  • Considerable knowledge and understanding of BC Housing’s mandate, programs and policies relating to homelessness
  • Comprehensive knowledge of current social issues including homelessness, mental illness and drug addiction, domestic violence, child protection and ageing
  • Considerable knowledge of government and non-profit agencies in the communities served, and the role of community health resources and other social services
  • Considerable knowledge of management and supervisory practices
  • Effective consultative, facilitation, consensus building, problem solving, negotiation, conflict resolution and negotiation skills
  • Effective leadership, verbal and written communication, presentation, and interpersonal skills
  • Strong research, analytical, problem solving and conceptual thinking skills
  • Intermediate level skills with computer applications and software including MS Office applications and knowledge of complex database structures
  • Ability to plan and lead the implementation of program activities across a diverse region consisting of multiple stakeholders and significant homelessness concerns
  • Ability to establish and maintain constructive working relationships with housing providers, service providers, sector organizations, community groups, and government agencies and provide leadership in the resolution of issues
  • Ability to lead, coach and motivate staff in a team setting
  • Access to reliable transportation and ability to work flexible hours including some evenings and weekends
