Overview

The Data Analyst will be responsible for analysing large datasets, generating business insights, and supporting decision making through data-driven analysis. As part of the Data Science team, the candidate in this position will work closely with stakeholders to document business requirements, analyze business needs, design reports, and create visualizations that help drive strategic initiatives. The candidate will access business data and model it using Spotfire Analytics and other Data Science tools for efficient visualization. The candidate in this position will contribute to the design and implementation of the data science processes, models, and standards, as well as participating in or leading IT projects and initiatives with a data analytics focus. The role will be the main contact and resource for data analytics power users and the data governance work. This position will focus on the business intelligence needs of the City’s divisions including but not limited to CAO’s Office, Deputy CAO, Engineering, and Public Works, Finance and Corporate Services, Law & Community Safety, Parks, Recreation & Culture and Planning & Development.

Examples of key responsibilities include, but are not limited to:

  • Providing leadership on projects and key initiatives related to data analytics
  • Collecting and analyzing data to provide valuable insights by gathering relevant information from multiple sources, and structuring data to generate actionable insights
  • Gather requirements from business units and document needs based on analysis of requirements.
  • Lead discussion in work groups related to data analytics and data governance
  • Perform statistical analysis and data mining to identify trends, patterns and abnormalities
  • Managing databases to store and organize databases more effectively ensuring data integrity, troubleshooting issues and optimizing performance
  • Data visualization and dashboard creation using Spotfire Analyst creating a visual narrative of complex insights into an easy-to-understand format
  • Developing and maintaining standardized reports and dashboards to track business performance and KPI’s
  • Developing and maintaining organizational dashboard templates that are easy to use and repeatable ensuring uniformity
  • Collaborate with cross-functional teams to understand business goals and provide relevant data insights
  • Communicate findings effectively to both technical and non-technical stakeholders
  • Ensure data accuracy, consistency, and reliability by developing and maintaining data quality checks and processes
  • Managing the Spotfire and TIBCO Data Virtualization Platform, troubleshooting issues and assisting in software upgrades
  • Assist in developing a strategy in progressing from a Data-Informed to a Data-Driven organization
  • Key initiatives and outputs of this position include Human Resources and Payroll Quarterly Trending Reports and Metrics

Knowledge, Skills & Abilities:

  • Experience with database management systems such as Oracle, SQL Server, DB2, MySQL, PostgreSQL
  • Experience with operating systems including Linux/UNIX, Windows, and/or Solaris
  • Experience with Microsoft 365 Office applications, MS Teams, OneNote, SharePoint
  • Experience with ERP application such as PeopleSoft, SAP, Oracle, Microsoft Dynamics
  • Proficiency with SQL (ANSI, T-SQL), working knowledge of programming languages such as Python, R, .NET, C#
  • Proficiency in data virtualization and reporting tools such as Spotfire, Power BI, Tableau or SQL BI Tools
  • Proficiency with database architecture design, best practices, principles
  • Self-motivated, ability to adapt to changing environments, technologies, and priorities
  • Strong attention to detail with the ability to learn new technologies independently
  • Ability to make sound decisions during highly stressful conditions, such as system outages/disruptions, to minimize system downtime.
  • Ability to successfully pass a Police Information Check

Qualifications and Experience:

  • Bachelor’s degree in Data Science, Statistics, Computer Science, Business or related field
  • Proven experience (5+ years) as a Data Analyst, Business Intelligence Analyst, or in a related field

Working Conditions:

  • Requires frequent degree of effort including sitting for long period of time and extended periods of focus, visual and mental concentration.

Hours of Work: Monday to Friday, 8:15am - 5pm on a compressed work week schedule
