Job Description:

On behalf of our public sector client, Affinity is seeking a PowerBuilder Technical Lead responsible for leading the development and implementation of ongoing PowerBuilder projects to enhance existing applications and connect them to a new centralized procurement, financial, and human resources system.



Responsibilities:


Solution Design and Implementation

  • Collaborate with cross-functional teams and business stakeholders to gather requirements and design solutions using PowerBuilder.
  • Customize and configure platforms—creating workflows, forms, dashboards, and reports—to align with business needs.
  • Assist in developing custom solutions leveraging .NET, Azure Cloud and Functions, Git, HTML, Java, MySQL/PL-SQL, web services, and DevOps practices.
  • Migrate data from SQL Server, Oracle, and other database sources.
  • Develop application-specific reporting using Power BI and other enterprise reporting tools.

Technical Leadership

  • Lead all technical aspects of implementing and enhancing PowerBuilder solutions.
  • Ensure projects are delivered on time, meet requirements and specifications, and adhere to quality standards.
  • Recommend and implement improvements to ensure platform stability, maturity, and ongoing enhancement.
  • Design and build tools and utilities for effective platform management.

Platform Administration and Support

  • Manage user access, permissions, and security settings for the platform.
  • Perform routine maintenance, updates, and troubleshooting to optimize performance.
  • Provide responsive support to resolve user queries and technical issues.
  • Continuously refine existing solutions to boost efficiency and productivity.
  • Engage third-party support as needed to resolve complex technical challenges.
  • Lead application releases and streamline technical processes using DevOps pipelines.

Integration

  • Integrate the platform with other enterprise systems to enable seamless data exchange.
  • Design and implement data flows, transformations, and integrations to enhance data accuracy and availability.

Qualifications:


Mandatory Requirements

  • Degree in Computer Science, Computer Engineering, or an IT technical diploma with relevant IT sector experience
  • Demonstrated experience as a Senior PowerBuilder Technical Lead, including leading design, development, and implementation of major application enhancements or new projects
  • Proven experience with PowerBuilder IDE 2022+
  • Demonstrated experience planning and executing PowerBuilder software version upgrades
  • Availability to work onsite in Regina, Saskatchewan, Canada, upon contract start

Scored Qualifications

  • Local knowledge of the Government of Saskatchewan or comparable organizations’ technical and business landscape
  • Expertise with PowerBuilder IDE 2022+, OLE, PFC, and Superclass
  • Experience as a Lead PowerBuilder Developer covering estimation, planning, requirements gathering, design, testing, and implementation (include project size and role)
  • Proficiency with Oracle Databases (versions 9, 11, 12, 19)
  • Familiarity with Quality Assurance methodologies and processes
  • Experience using version control tools (e.g., Visual Source Safe, SVN, StarTeam, Git)
  • Skill in creating technical documentation and operational guides
  • Experience providing application support and incident management
