Overview

The Systems & Project Coordinator will administer fleet management systems to ensure efficient operation of the City’s vehicle fleet and equipment assets. Work will be conducted in accordance with administrative policies, procedures and protocols in support of directives, targets and the regulatory environment.

Examples of key responsibilities include, but are not limited to:

  • Administer the Automatic Vehicle Location Global Positioning System (GPS) including establishing project plans and implementation schedules, coordinating and tracking the installation, required functionality and calibration of GPS modules on vehicles and equipment.
  • GPS system administration, including establishing user profiles and permissions; user notification, formulating system reporting; conducting user training; and monitoring use of the system for compliance with administrative directives and corporate policies.
  • Evaluate GPS information and prepare detailed summary reports in response to complaints, incidents or accidents. Act as the City’s representative for claims related matters.
    Conduct regular evaluations of GPS system data; conduct analyses and make recommendations relating to vehicle use allocations, operational efficiency improvements, system improvements, etc.
  • Support various other fleet related systems, including asset management, fuel systems, electric vehicle charging infrastructure systems, budgetary systems, etc.
  • Develop appropriate key performance metrics, track and report data analytics to evaluate system performance and fit with broader fleet management objectives.
  • Write, formulate and develop procedure manuals and administrative reporting, including cost benefit analyses.
  • Undertake contract administration, including developing bid documentation, conducting bid evaluations and preparing award of contract documentation.
  • Conduct market research, prepare project plans, seek budget approvals, facilitate inter-departmental team meetings to develop project scope, develops project timelines and deliverables, manages consultants and external service providers, and authorizes payments for services.
  • Responsible for preparing annual budgets, including operating and capital, along with detailed reporting and analysis.
  • Maintains fleet software and fuel management systems and develops related system reporting, participates in the development and implementation of a new fleet management system, financial modelling for rate analysis and data tracking, and business process improvement analysis and related functions.

Knowledge, Skills & Abilities:

  • Knowledge of Automatic Vehicle Location Global Positioning (AVL/GPS) and related fleet operations systems.
  • Knowledge of the City of Richmond’s policies, practices and procedures in relation to fleet operations including linkages and alignment with the Community Energy and Emissions Plan and stated targets and objectives.
  • Extensive knowledge of problem definition and requirement analysis related to business processes and systems planning.
  • Ability to prepare analytical spreadsheets with data analytics capability, graphs and diagrams with considerable knowledge in researching, data collection, evaluating, and developing recommendations.
  • Ability to assess business needs, design and recommend solutions based on user needs and system requirements.
  • Ability to prepare and administer annual budgets with considerable knowledge in expenditure analysis, financial analysis, and budget reconciliation.
  • Ability to manage all aspects of projects and lead in implementation of new systems and/or work processes.
  • Ability to formulate and deliver presentations and conduct training with a wide variety of stakeholders.
  • Ability to analyze information, identify patterns, prepare succinct and accurate reporting, and propose alternatives.
  • Extensive knowledge of problem definition and requirement analysis related to business processes and systems planning.
  • Ability to research, analyze, assess and document information from a variety of sources; identify priorities and resources, and propose alternative businesses processes.
  • Ability to establish, liaise, and sustain relationships with internal and external contacts.
  • Ability to courteously and effectively deal with various customers, including internal contacts, external agencies, and service providers while exercising excellent communication skills.
  • Ability to work both independently and interdependently while exercising sound judgment and initiative.
  • Ability to prepare procedures and a variety of technical and non-technical reports, correspondence, and manuals.
  • Skilled in a wide variety of computer applications including Microsoft Word, Excel, PowerPoint and AVL/GPS for various work related tasks.
  • Ability to successfully clear a Police Information Check.

Qualifications and Experience:

  • Diploma in business or management with coursework in project management, process re-engineering, business process analysis and process mapping, plus at least 2 to 5 years of experience in operations environment, project management, research/analysis, financial management or accounting.
  • A combination of 4 years’ experience with operations management systems; operational project coordination including data management, configuration and reporting with a minimum of 4 years operations experience will be considered equivalent to a diploma.

Licences, Certificates & Registrations:

  • Valid Class 5 Driver’s Licence for the Province of British Columbia


Working Conditions:

  • Duties are performed in an office environment
  • Exposure to garage area and Works Yard operations site.
