PRIMARY PURPOSE


The Assistant Manager, Infrastructure Maintenance Planning is responsible for developing, scheduling, and coordinating preventive and corrective maintenance activities for infrastructure assets. This role ensures that maintenance work is effectively planned to maximize efficiency, minimize downtime, and enhance asset reliability. The role leads the planning team and collaborates with internal maintenance teams and stakeholders to ensure timely execution of maintenance activities while optimizing the use of resources.


KEY ACCOUNTABILITIES


Maintenance Planning & Scheduling

  • Develop, maintain, and oversee maintenance schedules, including preventive, corrective, and predictive maintenance activities.
  • Create detailed job plans, including required labor, materials, tools, and safety procedures.
  • Prioritize and schedule maintenance tasks based on asset criticality, work order urgency, and available resources.
  • Develop and oversee the annual maintenance work plan, ensuring all inspections and maintenance requirements are identified and scheduled.
  • Set up maintenance programs from new asset types within Enterprise Asset Management (EAM) to ensure they are assigned appropriate and effective maintenance treatments.
  • Optimize the use of the computerized maintenance planning system to ensure efficient use of parts and staffing resources at each facility.


Execution & Coordination

  •  Coordinate with all levels of CMBC staff to ensure work is executed efficiently.
  • Track and update the status of work orders in the EAM system.
  • Ensure completed work orders are properly documented and closed out with accurate records.
  • Ensure adequate resources—including tooling, parts, facilities, and staffing—are available for all planned work.
  • Work with inventory to identify spare parts and consumables required for maintenance activities.


Performance Monitoring & Reporting

  • Establish and maintain KPIs, reports and dashboards to measure departmental performance and drive continuous improvement.
  • Monitor asset performance trends and maintenance history to recommend improvements.
  • Support condition-based monitoring and predictive maintenance initiatives.
  • Monitor and review EAM data quality at each maintenance facility and report monthly to management, ensuring compliance with planned maintenance activities.
  • Develop and ensure that EAM reports are accurate and meet the reporting needs of internal customers.
  • Present compliance updates to maintenance business unit leaders based on the agreed maintenance plan.


Leadership & Team Development

  • Manage the work of a team of maintenance planners, providing technical guidance and verifying the effectiveness of their maintenance plans through KPIs and selective auditing.
  • Lead and develop reporting staff across locations, overseeing selection, motivation, coaching, and performance management.
  • Recommend improvements to enhance maintenance planning efficiencies and effectiveness.
  • Provide recommendations to the Manager to support departmental goals and objectives.


Process Improvement & Innovation

  •  Keep up to date with best practices and be a champion for introducing new technologies.
  • Regularly review maintenance business processes, identify execution problems, reduce inefficiencies, and address emerging asset maintenance needs.
  • Leverage data analytics and EAM insights to forecast maintenance needs and drive data-driven decision-making.
  • Lead cross-functional collaboration between Infrastructure Maintenance, Fleet Maintenance, and Asset Management teams to enhance planning and execution.
  • Drive a culture of continuous improvement by identifying opportunities for automation, workflow enhancements, and cost-saving measures.


Compliance & Safety

  • Ensure all maintenance plans align with safety regulations, company policies, and industry best practices.
  • Participate in risk assessments and develop job hazard analyses for maintenance activities.
  • Collaborate with CMBC Corporate Safety to support compliance with WorkSafeBC regulations and other relevant safety standards.

EDUCATION AND CERTIFICATIONS:

  • Diploma or degree in Maintenance Management, Engineering, or a related field.
  • Certification in Maintenance Planning, CMMS, or Asset Management (e.g., CMRP, MMP) is an asset.


EXPERIENCE:

  • Minimum 6 years of progressively responsible experience in maintenance planning, scheduling, and implementing work standards.
  • Experience in infrastructure, transit, utilities, or heavy industry is preferred.
  • Proficiency in CMMS software (e.g., Hexagon EAM, Maximo, SAP, or similar) is required.


OTHER REQUIREMENTS:

  • Advanced knowledge of maintenance planning and scheduling principles, practices, and related software.
  • Excellent verbal and written communication skills.
  • Strong interpersonal skills, with the ability to build relationships and manage conflicts effectively.
  • Solid analytical and problem-solving abilities.
  • Strong organizational and time management skills.
  • Proven project management and leadership skills, including team development and direction for reporting staff.
  • Proficiency in Microsoft Excel, Word, SharePoint, and Enterprise Asset Management Systems.
  • Experience in executing continuous improvement initiatives (desirable).
  • Experience managing unionized employees (desirable).
  • Maintenance Management Professional (MMP) or Certified Planning and Inventory Management (CPIM) designation (desirable).
  • Ability to work in an office environment with visits to maintenance sites.
  • Flexibility to work outside normal business hours to address urgent planning needs.
  • Regular interaction with maintenance teams, vendors, and stakeholders.
