Black & McDonald is seeking a dedicated Policy and Procedures Coordinator to support contract operations and the Regional HSE Manager to oversee the operational compliance, and continual improvement of health & safety and quality assurance systems on an awarded multi-year contract. This position ensures a consistent approach to compliance with all client policies, applicable laws and Black & McDonald best practice. The successful candidate will drive safety and quality integration across operations, ensure up-to-date documentation, and contribute to continuous improvement initiatives for a large-scale, multi-site utility contract. The Policy and Procedures Coordinator position is an in-office role located at the client facility located within the Greater Vancouver area and reports directly to the Contract Manager.

Responsibilities Include But Are Not Limited To The Following

Health, Safety & Environmental (HSE)

  • Manage all health and safety reporting and administrative aspects of the contract, ensuring effective, timely implementation and continuous compliance with Client Policies, Applicable laws and B&M best practice.
  • Manage the comprehensive Health and Safety Plan (HSP), to include roles and responsibilities, Training programs, Policies, procedures, and compliance, Health & Safety records management, Inspections & audits, Joint Health and Safety Committee records, Annual measures, Annual measures, initiatives, and projects.
  • Ensure Health & Safety is fully integrated into service planning, delivery, and day-to-day operations including sustainability alignment, service-level programs & procedures and training personnel.
  • Support the integration of the Emergency Management Plan components within the HSP, including response to incidents per defined service response and restore times, minimizing harm.
  • Participate in and support Client’s Occupational Health and Safety Committees.
  • Track and verify performance of the HSP, including, Internal audits, corrective actions, and third-party inspections. Support the client with facility-related safety information while identifying and implementing contact improvements.

Quality Assurance (QA)

  • Maintain a robust Quality Management System (QMS) that documents, monitoring, and verifying the quality of services and associated processes.
  • Update the Service Quality Manual, aligned with ISO 9001 principles, to incorporate: Policies & procedures for quality governance, Auditing and reporting mechanisms, Management controls, Process improvements, Corrective actions, Compliance and Continuous improvement initiatives.
  • Coordinate and conduct quality audits in line with defined auditing schedule.
  • Produce and submit detailed audit reports including findings, metrics, and corrective actions.
  • Collaborate with operations, maintenance, sustainability, to ensure all deliverables are integrated into operational procedures.
  • Support the implementation and continuous improvement of quality-focused procedures across the portfolio of client serviced properties.
  • Participate in emergency drills, audits and safety committee meetings as needed.

Education Requirements

  • Post-secondary education in Occupational Health & Safety, Environmental Science, Quality Assurance, or a related discipline.

Work Experience Requirements

  • 3–5 years’ experience in a policy, HSE, or a QA coordination role, ideally within facilities management or utility services.

Skills, Abilities, And Other Requirements

  • Strong knowledge of WorkSafe BC, COR certification, ISO 9001, and environmental regulatory requirements.
  • Familiarity with public utility contracts, CMMS systems (e.g., Maximo), and integrated quality/safety frameworks.
  • Excellent writing, communication, and stakeholder engagement skills.
  • Highly organized with a strong attention to detail and analytical mindset.
  • Strong organizational and time management abilities.
  • Occasional after-hours availability required during emergencies or audits.

The expected salary range for this role is between $70,000-80,000. The starting salary will be based on several factors such as the successful candidate’s qualifications, including but not limited to education and experience. Salary is one component of Black & McDonald’s total rewards package.
