Purpose
This position is a key member of the HR leadership team working collaboratively with the Director, Talent Management and the Director, Employee Relations. This position is accountable to drive value for the Calgary Board of Education (CBE) by leading a team of business and HR professionals and analysts to ensure alignment of all service and contract relationships with the Three Year Education Plan. The purpose of this position is to ensure legislative & contract compliance, while continuously improving service focused on timeliness, efficiency, accuracy and responsiveness by leveraging technology and leading edge business practices.
Accountability
This position is accountable for:
Works in partnership with outsourcing providers to ensure they have the relevant information and direction to perform or exceed contract standards. Remediates issues in a systematized approach to ensure root causes are addressed and adequate controls/audit procedures are in place to ensure performance and results.
Integration of all HR administrative activities with Corporate Services, (finance, legal, information technology and business services).
Provides full stakeholder contract oversight in regard to strategy, costing, negotiation and compliance with performance standards and CBE contractual obligations.
Responsiveness, quality, accuracy and timeliness of HR administration vendor performance, service relationships and deliverables.
Ensures organizational compliance with the School Act, Employment Standards, Canada Revenue, Labour Relations, Safety/Occupational Health Statutes and Regulations.
major responsibilities
As a member of the Senior HR Management Team:
o Participates in the development of the HR strategic Plan; and
o Participates in the development of the Labour Relations strategy including preparation of management proposal and collective bargaining.
Recommends strategies, policy frameworks, programs, approaches and processes related to all elements of service and contract relationships.
Identifies and creates systemized and continuous process improvement in all transactional and administrative activities and information reporting, audits and reviews where necessary.
Ensures business systems and practices deployed within CBE and specifically related to Human Resource issues reflect benchmarked practice and moves the organization to increased efficiency in terms of resource and financial requirements.
Provides project management, change management support, HR e-tools, and ensures the full benefits of technology are systematically embedded in all business system practices related to HR service and programs.
Ensures appropriate handling of employee information and records, resolution of FOIP or privacy issues related to CBE staff, contractors and related stakeholders.
Oversight of the employee contact centre, and processes to resolved employee issues ensuring training, performance, communications and interpersonal approach meets CBE standards.
Develops and delivers a clear and consistent communication strategy for all staff and the organization concerning issues that impact staff and the CBE work environment.
Ensures effective and efficient processes are established by vendors to deliver HR administrative and transactional activities – audit for excellence and compliance.
Anticipates issues and ensures a planned and effective response from all vendor and stakeholder groups with the focus of driving value for CBE and alignment with the Three Year Plan.
Ensures HR technology is leveraged across the organization and is user friendly, relevant, promotes efficiency and compliments the people principle culture.
Creates an information warehouse and ensures relevant and timely analysis of information is available in formats for sound decision making and reporting of relevant performance metrics.
Stays in front of legislative and regulatory issues, anticipating changes in compliance that will affect the organization and ensuring CBE operates as an ‘employer of choice’ for staff and stakeholders.
Advocate in ensuring the organization reflects “employer of choice” practices and ensure the people principles are the basis of that relationship.
Monitors performance of the service unit and ensures changes in department procedures, methods, or standards to meet established budgetary commitments, timelines, and/or terms and conditions of employment.
Prepares and effectively controls the department budget in a fiscally responsible manner.
Hires or approves appointments of staff to meet departmental needs. Establishes standards of performance, directs supervisory staff training, and monitors an overall personnel program for the work unit. Provides leadership and guidance to the work unit through annual performance reviews and mentoring to foster staff morale, productivity and staff development. Carries out disciplinary actions, up to and including termination, as appropriate.
Creates an environment of trust where staff can provide feedback openly, and/or take initiative to solve problems themselves.
Performs the responsibilities of the Superintendent of Human Resources as required.
qualifications
Education and Experience
Graduate Degree in Human Resources, Business Administration or related field.
Professional Information Services or Human Resource designation.
Broad experience leading HR service delivery in an outsourced, multi-vendor environment in complex organizations.
Well-developed strategy and communications experience, particular competence in HRIS Systems environment and complex vendor contracts and supply arrangements.
Successful experience leading a team.
