The Opportunity

Purpose Society operates a dynamic Rent Bank Program serving the communities of New Westminster, Burnaby, Pitt Meadows, and Maple Ridge. This initiative, launched in June 2017, is designed to stabilize housing for low- and moderate-income residents facing temporary financial crises. By offering loans and grants, the program helps prevent evictions or utility disconnections, ensuring individuals and families can maintain their homes during challenging times.


In this role, you will

The Rent Bank Case Manager plays a critical role in the program’s success by overseeing the application process, maintaining detailed program reports and statistics, and managing case files. This position also involves community engagement, participation in local events, and collaboration with community resources. Reporting to the Rent Bank Program Coordinator or the Program Director, the Case Manager ensures seamless operations while making a meaningful impact on housing stability in the communities served by the Program.


What You’ll Do

  • Addresses inquiries related to the Purpose Society Rent Bank Program for their community.
  • Assesses whether people making inquiries meet the qualifications for a loan or a grant.
  • Reviews Pre-Assessment Forms and contacts all applicants for follow up.
  • Provides appropriate referrals to other services provided by Purpose Society or within the local community – such as: financial, legal, housing, health/nutritional and income supports.
  • Liaises with the Ministry of Social Development & Poverty Reduction staff and BC Rent Bank staff where needed.
  • Provides an explanation of the Loan Application process and provides Loan Application packages to eligible applicants.
  • Determines what supporting documentation is required with each Loan Application.
  • Reviews submitted Loan Application packages and conducts follow up with the applicant/s, landlords, employers, and other service providers, when needed.
  • Determines if the applicant is best supported by a loan, grant or a combination of a loan and a grant.
  • Reviews all loan and grant applications with the Program Coordinator prior to submitting the loan or grant for review and approval of the Loan Review Committee.
  • Meets once a week with the Loan Review Committee to present completed Loan and Grant Applications for review and approval by the Loan Review Committee.
  • Advises loan applicants of the determination of the Loan Review Committee. Where appropriate provides them with referrals to other services.
  • When the Loan Review Committee has approved a loan, negotiates loan terms with the applicant.
  • Meets with successful applicants to provide the loan funds as well as to review and sign loan terms.
  • Processes loan payment deferments and follows up on missed loan payments.
  • Maintains program statistics, reports, loan payments and case management information in an accurate and timely manner.
  • Stays abreast of market rental housing trends, community housing supports and government housing programs.
  • Attends BC Rent Bank meetings, training and seminars as required.

Additional Duties

  • Explores different funding opportunities through direct asks to developers, donors, private companies, and other relevant agencies.
  • Liaises with City of New Westminster and BC Rent Bank staff where appropriate.
  • Participates in BC Rent Bank working groups where appropriate.
  • Attends relevant meetings and conferences with a focus on housing issues.
  • Maintains program forms and marketing materials, as needed.

What We Are Looking For

  • A 4 year degree from a recognized post-secondary institution in Social Work, Human Services, Finance, or other related programs is required.
  • Experience working in a Rent Bank Program is preferred. Extensive experience in a related field may also be considered.
  • Experience providing services for at-risk and/or marginalized populations is required.
  • Experience in a non-profit organization is preferred.
  • Ability to function effectively in difficult and/or crisis situations is required.
  • Knowledge of local resources is an asset.
  • Must be willing and able to work at various Purpose Society Rent Bank Program locations as required.
  • Must have a clear driving record.
  • Having a vehicle is an asset.

  • 3 Professional references from supervisors
  • Criminal record check
  • Valid First Aid Certificate (OFA1 or equivalent)
