Your impact in this Role:
The Manager, Facilities is responsible for overseeing the maintenance, operation, and management of facilities at the City of Cornwall. This role is accountable for ensuring all buildings and grounds are well-maintained, safe, and operational, in alignment with the municipality’s policies and objectives. The Manager, Facilities is responsible for coordinating maintenance services, managing contractors, ensuring compliance with health and safety regulations, and budgeting for facility needs. Additionally, the Facilities Manager will provide leadership to the facilities team and support the continuous improvement of facility operations.

Key Responsibilities:
- Develop, review, and assess Requests for Proposals (RFPs) and tender documents for major capital projects, ensuring clarity, compliance, and alignment with project objectives.
- Provide strategic leadership and oversight for the comprehensive management of municipal facilities.
- Develop and implement strategic plans for the department, including short- and long-term goals, ensuring alignment with the municipality’s broader objectives for capital projects.
- Develop and oversee short‐ and long-range capital upgrade and maintenance plans and projects, prepare reports and recommendations, coordinating with other departments and agencies as needed.
- Manage the preventative maintenance program, developing and implementing facility maintenance schedules to ensure proper upkeep and prevent unexpected issues.
- Prepare and manage the department budget, monitoring departmental expenditures and providing regular financial reports to the General Manager and Financial Services.
- Ensure compliance with relevant health, safety, environmental, and municipal regulations, including the management of emergency procedures.
- Lead a team of facility maintenance staff, providing direction, training, and performance feedback.
- Establish and monitor service and construction contracts for external vendors providing maintenance, construction, and janitorial services.
- Prepare regular reports on facility performance, maintenance activities, and costs for senior management.
- Manage facility access, including security systems and protocols, to ensure the safety of all occupants.
- Respond to emergencies, including building issues, health and safety concerns, and incidents requiring immediate attention.
- Provide strategic direction and leadership to ensure team alignment with organizational goals, fostering collaboration, accountability, and high performance.
- Develop team capacity by coaching, mentoring, and identifying professional development opportunities, ensuring alignment with operational and organizational priorities.
- Guide and support team members to meet operational objectives, ensuring compliance with organizational standards, policies, and procedures while fostering a collaborative and respectful work environment.
- Play an active role in the recruitment process by participating in candidate screening, interviews, and hiring decisions while ensuring candidates have a positive experience.
- Facilitate the successful onboarding of newly hired employees by delivering comprehensive training and continuous development, ensuring alignment between their role, organizational objectives, and the municipality’s culture.
Education & Certifications:
- Degree or Diploma in Engineering, or a related field.
- Valid Ontario Class “G” driver’s license.
- A minimum of 7 years of experience in facilities management or a related field preferred, with a minimum of 3 years in a managerial role.
Knowledge, Skills, and Abilities:
- Problem-Solving: Strong analytical and decision-making skills to address operational challenges effectively.
- Technical Expertise: Strong background in building systems, HVAC, electrical, plumbing, and other facilities-related systems with a strong understanding of construction practices, structural design, site planning, and inspection procedures.
- Project Management: Ability to oversee multiple projects, manage timelines, and meet deadlines efficiently.
- Communication: Excellent written and verbal communication skills for reports, presentations, and interest-holder engagement.
- Leadership: Demonstrated experience in managing, motivating, and developing teams to achieve operational goals.
- Health & Safety Compliance: In-depth knowledge of safety regulations, building codes, and environmental standards related to municipal facilities.
- Strategic Planning: Strong ability to develop, implement, and monitor strategic and operational plans.
- Financial Acumen: Experience managing budgets and optimizing resource allocation.
- Adaptability: Ability to navigate evolving legislation, emerging trends, and complex development environments.
- Interest-Holder Engagement: Strong interpersonal skills to build relationships with developers, contractors, the public, and government agencies.
- Work is performed primarily in an office setting, with regular site visits to municipal facilities and travel to attend training, professional development events, and inter-municipal meetings.
- Standard hours of operation, Monday to Friday, with flexibility needed for urgent repairs.
- Cognitive demands include identifying and resolving facility maintenance issues efficiently and analyzing operational challenges and implementing cost-effective solutions.
- Physical demands include extended periods of sitting and looking at a computer screen, as well as climbing ladders or lifting equipment while inspecting facilities.
