Senior Business Analyst – Application Portfolio Modernization Program

The Program
The Application Portfolio Modernization (APM) works to maintain the Region’s portfolio of software applications to the desired condition level. This involves assessing, on a regular basis, the condition level of software applications (the technical and functional state of good repair), and taking upgrade, remediation, replacement, or retirement actions to ensure that all applications stay above the desired condition level.
The Role
Working in partnership with the APM Program Manager, IT Project Managers, Business Partners, clients, and others the Senior Business Analyst will apply their deep understanding of business analysis to help stakeholders close the gap between complex, long-term business outcomes and their translation into the detailed functions and features that project solutions need to satisfy.
In this role you will act as an integrator, facilitator and technical specialist providing analytical capabilities to IT projects and initiatives of all sizes. You will support both IT project and Application portfolio modernization work.

The Role

In This Role You Will
- Partner for Success – Collaborate with cross-functional teams to define project scopes, assess application condition levels, and align solutions to business priorities.
- Lead Business Case Development – Support business units in crafting compelling cases for project approval under APM, ensuring value-driven decisions.
- Define Requirements & Benefits – Extract, clarify, and validate business requirements; define measurable project benefits and track them through delivery.
- Bridge the Gap – Translate strategic business needs into technical specifications while challenging assumptions and uncovering deeper opportunities.
- Drive Process Improvement – Analyze and redesign workflows, data models, and business processes to improve efficiency and performance.
- Visualize and Communicate – Create diagrams, data flows, conceptual models, and compelling visual content that bring clarity to complexity.
- Support Procurement & Change Management – Help develop scopes of work, engage vendors, and apply change management strategies (e.g., ADKAR) to ensure smooth adoption of solutions.
- Lead with Insight – Conduct benchmarking, facilitate brainstorming sessions, and assess project value to ensure alignment with stakeholder expectations and organizational goals.
- Be part of a strategic program that keeps the Region's digital assets modern and effective.
- Influence enterprise-level decisions with data, insight, and experience.
- Solve real, impactful problems alongside a team that values innovation, collaboration, and continuous improvement.
- Work on projects of all sizes and scopes, gaining exposure across technologies, business units, and service areas.
- Education & Experience: Undergraduate degree in business management, finance, math, statistics, accounting, information management systems or related fields with at least 5 years of work-related experience. An equivalent combination of education and/or experience may be considered.
- Professional Certification: Certified Business Analysis Professional (CBAP) designation in good standing with the International Institute of Business Analysis (IIBA).
- Project Methodology Savvy: Working knowledge of the waterfall and agile project and program management lifecycles and of their commonly used methods, processes, and practices.
- Highly proficient in MS Office, particularly MS Project, PowerPoint, and Excel (able to build pivot tables and complex formulas and use the data analysis module).
- Able to leverage different techniques to elicit and document requirements into plain language.
- Advanced experience working with business sponsors and other stakeholders to document requirements.
- Adept at analyzing and anticipating implications of system changes on work processes and procedures
- Change Enablement: Comfortable supporting organizational change management, helping stakeholders adapt to evolving technologies, processes, and ways of working.
- Experience with business analysis activities for Application portfolio modernization.
- Organizational Change Management certification or an equivalent designation.
- Lean and or Six Sigma certification (Greenbelt) or equivalent designation.
- Knowledge of the TOGAF Enterprise Architecture Framework.
- Knowledge of IT Service Management (ITIL).
- Experience with ServiceNow Enterprise Architecture module.
