Hybrid Job: This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Make a difference

Reporting to the Senior Legal Counsel, Litigation, the Supervisor, Paralegal Services, is responsible for building, managing and training the Paralegal Group within the Legal Services Division. The Supervisor, is to lead their direct reports (2+ Licensed Paralegals) and work with the other Supervisors, Paralegal Services to ensure the broader Paralegal Group provides excellent customer service delivery to internal clients that includes: representing TCHC in a broad range of litigation before courts and administrative bodies; providing advice and guidance on sensitive and confidential matters including evictions, subsidy administration and Human Rights Code matters; providing legal support to legal counsel on general litigation and other files.

What You'll Do

Managerial

  • Manages and coordinates the day-to-day workload of 2+ direct reports, ensuring the delivery of effective and quality service. This includes:
    • Managing workload and ensuring service delivery is in compliance with applicable codes, policies, procedures, legislation, regulations, etc.;
    • Managing employment matters including recruitment, evaluation and performance management;
    • Building a highly effective and efficient team for service delivery by supervising, leading, motivating, coaching, and facilitating participation in various training sessions; and
    • Identifying opportunities for improving service delivery methods and procedures and making recommendations for changes.
  • Ensures high standards of work quality and organizational performance, in partnership with the other Supervisors.
  • Develops, designs and implements, independently and collaboratively with the other Supervisors, functional policies and programs that make improvements to overall business performance based on long-term needs. This includes, but is not necessarily limited to, working collaboratively with the other Supervisors to formulate policies applicable to practice within the Paralegal Group and broader Litigation Team, and deciding on, establishing, implementing, evaluating and changing service levels as appropriate.
  • Contributes to the continuous improvement of the Paralegal Group’s performance through analysis, development and implementation of sound management practices and procedures, provides Paralegal Group with mentorship, direction, coaching, guidance and processes and tools to increase efficiencies and improve effectiveness of the services provided by the Paralegal Group and the larger Litigation Team within the Legal Services Division.
  • Develops and mentors Licensed Paralegals, paralegal administrative support and students (as applicable) by providing work allocation and assignments, performance reviews, mentorship, and educational opportunities.
  • Directs, through subordinate management and clerical staff, various activities of the Paralegal Group, delegating responsibilities as appropriate.
  • Leads and motivates a diverse workforce, ensures effective teamwork.
  • Identifies and recommends solutions to resolve any group dynamic issues that may arise within the Paralegal Group. Works collaboratively with Paralegal Group members, other Supervisors, and Senior Legal Counsel – Litigation to resolve same.
  • Encourages continuous learning and innovation in others.
  • Develops strategic policy and business decisions to protect TCHC’s legal interests particularly those involving questions of mixed fact, policy and law by articulating alternatives, contributing to and reviewing reports with the other Supervisors, and/or senior staff, providing advice in response to written inquiries and by participating in meetings and other discussions.
  • Identifies troubleshoots, and recommends solutions and/or loss control measures with respect to corporate issues identified by the Paralegal Group which impact the Paralegal Group and/or TCHC.
  • Participates in organizational and management change initiatives and the creation of a workplace that is supportive and conducive to a high-level of performance.
  • Leads cross-disciplinary project-based teams established to achieve specific goals.
  • Develops precedent systems and documents to increase the efficiency and effectiveness of the Paralegal Group (and the larger Litigation Team where applicable).
  • Provides education, training and mentorship for managers and staff individually and in groups, on an ongoing basis to ensure compliance with various legal requirements such as the Residential Tenancies Act, Provincial Offences Act, Human Rights Code and Housing Services Act.
  • Develops standardized documents (e.g. forms, letters, templates, agreements) for use by clients and trains staff on the use of such material.
  • Participates, as requested, as a member of the Litigation Team and the Legal Services Division regarding decision making and implementation of decisions and with respect to evaluating, establishing and changing service levels.
  • Provides coverage for absences of other Supervisors within the Paralegal Group
Drafting & Legal Representation

  • Drafts a variety of correspondence including memoranda, letters, reports, and legal documents and provides legal advice and representation to TCHC at various courts, boards and tribunals;
  • Maintains an active caseload of files and provides legal advice and representation to TCHC as permitted for Licensed Paralegals by the Law Society of Ontario, including:
    • Reviewing files and drafting notices of termination, applications and agreements in accordance with Residential Tenancies Act;
    • Drafting legal documents for filing in the appropriate Courts/Tribunals;
    • Interviewing clients and witnesses, documenting statements, preparing witnesses and evidence;
    • Attending and representing TCHC before courts/ boards/ tribunals;
    • Conducting legal research and providing legal opinions; and o Maintaining legal files in accordance with established practices.
Divisional Support

  • Assists legal counsel with responding to written and verbal enquiries from internal and external stakeholders;
  • Assists legal counsel in providing proactive advice to TCHC Management, Executives, Committees, and/or Board;
  • Provides litigation support to legal counsel on major litigation files;
  • Responds to enquiries from tenants, legal representatives, police officers, Court/Tribunal and Municipal staff.

Administrative

  • Authorizes cheque requisitions and p-card purchases;
  • Reconciles monthly p-card transactions;
  • Maintains petty cash funds;
  • Acts as Commissioner of Oaths for TCHC staff;
  • Maintains Legal database to ensure accurate reporting of legal matters;
  • Compiles materials, analyses data, prepares statistics and prepares reports in connection with the performance measures of the Paralegal Group.

What You’ll Need

  • P1 Paralegal License and membership in good standing with the Law Society of Ontario.
  • 3 – 5 years knowledge and experience in general litigation and administrative law.
  • Ability to lead, motivate and coach individuals and/or teams.
  • Excellent oral and written communication and presentation skills.
  • Excellent organizational skills.
  • Excellent conflict resolution, problem solving, and negotiation skills.
  • Excellent customer service skills and the ability to communicate effectively with a variety of internal and external stakeholders, including a diverse tenant population to resolve sensitive issues.
  • Proficiency with computerized business applications including word processing, spreadsheet, presentation, and database software applications.
  • Knowledge and experience in legal research;
  • Demonstrated ability to provide mentorship.
