Position Summary

The Manager, Infrastructure is responsible for overseeing the planning, design, and management of municipal infrastructure projects, with a specific focus on engineering and traffic operations. This role includes leading a team of engineers, traffic specialists, and support staff, ensuring that infrastructure projects are delivered efficiently, safely, and in compliance with municipal, provincial, and federal standards. The Manager is responsible for ensuring the optimization of linear infrastructure, transportation systems, road safety, and the seamless integration of development with the municipality’s overall planning goals.

Key Responsibilities

  • Lead and manage a team of engineers, project supervisors, traffic specialists, and technical support staff to ensure effective project delivery and operational efficiency.
  • Oversee the planning, design, and construction administration of municipal infrastructure projects, including roads, bridges, water distribution, wastewater collection, drainage systems, and traffic management infrastructure.
  • Manage the subdivision agreement and right-of-way control approval processes.
  • Manage the engineering and traffic review of all planning applications (site plan, subdivision, etc.).
  • Oversee the municipality’s asset management for core infrastructure (roads, watermains, sanitary sewers, storm sewers, combined sewers, etc.
  • Lead the development of all technical studies, including transportation studies, traffic control plans, and road safety audits.
  • Lead traffic engineering initiatives aimed at optimizing traffic flow, reducing congestion, and enhancing pedestrian and cyclist safety.
  • Manage the design, implementation, and monitoring of intelligent transportation systems (ITS) and traffic calming measures.
  • Develop and manage project timelines, budgets, and resources to ensure the timely delivery of infrastructure projects.
  • Monitor project progress, prepare status reports, and provide updates to senior management and council.
  • Represent the municipality in public meetings, consultations, and presentations related to infrastructure and traffic management.
  • Ensure that infrastructure and traffic management projects adhere to municipal, provincial, and federal regulations.
  • Prepare and present technical reports, project proposals, and recommendations to senior management and Council. Leadership of Others
  • Provide strategic direction and leadership to ensure team alignment with organizational goals, fostering collaboration, accountability, and high performance.
  • Develop team capacity by coaching, mentoring, and identifying professional development opportunities, ensuring alignment with operational and organizational priorities.
  • Guide and support team members to meet operational objectives, ensuring compliance with organizational standards, policies, and procedures while fostering a collaborative and respectful work environment.
  • Play an active role in the recruitment process by participating in candidate screening, interviews, and hiring decisions while ensuring candidates have a positive experience.
  • Facilitate the successful onboarding of newly hired employees by delivering comprehensive training and continuous development, ensuring alignment between their role, organizational objectives, and the municipality’s culture.

Position Requirements

Education & Certifications:

  • Degree in Civil Engineering, Transportation Engineering, or a related field.
  • Professional Engineer (P.Eng.) designation

Experience:

  • Minimum of 7 years of experience in municipal infrastructure and traffic management, preferably with a minimum of 3 years in a managerial role.

Equivalent combination of education and experience may be acceptable

Knowledge, Skills, and Abilities:

  • Analytical Thinking: Ability to assess traffic and infrastructure data, identify patterns, and develop strategies for optimizing transportation efficiency and safety.
  • Project Management: Strong skills in managing large-scale infrastructure projects, ensuring adherence to timelines, budgets, and project specifications.
  • Traffic Engineering Expertise: Strong knowledge of traffic control devices, traffic studies, road safety audits, and intelligent transportation systems.
  • Problem-Solving: Ability to identify and resolve issues in traffic management and infrastructure planning, proposing effective solutions for municipal needs.
  • Communication: Excellent verbal and written communication skills, with the ability to interact with interest-holders, senior management, contractors, and the public effectively.
  • Regulatory Knowledge: Strong understanding of municipal, provincial, and federal regulations governing infrastructure and transportation systems.
  • Strategic Planning: Ability to develop and implement long-term infrastructure strategies that align with municipal growth and development objectives.

Working Conditions

  • Work is performed primarily in an office environment with regular visits to project sites and construction areas across the municipality.
  • Standard business hours, Monday to Friday, with occasional flexibility needed to meet project deadlines.
  • Cognitive demands include anticipating challenges, developing innovative solutions, and managing the risks associated with large-scale infrastructure projects.
  • Physical demands include extended periods of sitting and looking at a computer screen, as well as standing and walking during site visits.
