Job Summary
Reporting to the Senior Partner, you will be involved in the full recruitment cycle and staffing functions for all employee groups at the Peel District School Board (PDSB) to attract and retain top talent. This will include being part of a team in the functional areas of Talent Acquisition, Recruitment, Retention, and Staffing to create a culture of continuous improvement by actively embracing best practice principles. You will also be involved in the workforce planning cycle to meet the PDSB recruitment and staffing requirements (screening candidates, Criminal Background Check process, onboarding experience, reference check process, Student Placements, building a talent pipeline, etc.).
As Partner, Workforce Planning and Partnerships, you will provide expertise and guidance to employees, management, unions, federations, and associations regarding the interpretation and application of hiring, transfer, staffing, promotion and performance management processes, collective agreements, employment contracts, terms and conditions, Board policies and procedures, and related employment legislation.
In alignment with Workforce Planning strategies, Ministry directives and the Board’s strategic goals, you will support the transformative approach to talent management and strategy, including building distinctive capabilities and experience on skills-based talent management, internal mobility, and workforce planning at PDSB. As Partner, you will be expected to contribute to the development and implementation of an inclusive and anti-oppressive recruiting strategy to meet operational and system needs for proactive talent acquisition reflecting the PDSB student population and communities. To succeed in this role, you will be responsive to current business trends of talent acquisition, and social media strategies, and utilize performance metrics, reporting and analysis to inform business, diversity and organizational decisions.
Key Responsibilities
- Be involved in the recruitment and retention, talent acquisition, branding strategies, employee onboarding and orientation, student placements, criminal background records, partnerships with colleges, universities, and community agencies for outreach opportunities, and exit interviews.
- Be involved in the staffing / surplus, transfer and promotion processes for teaching, non-teaching, and casual employee groups.
- Be involved in the development, implementation, and maintenance of all PDSB recruitment and staffing policies, procedures, and practices (full life cycle of recruitment process for all employee groups), job postings, screening, shortlisting, interview coaching, reference check, offer or decline of employment, criminal record checks, onboard of successful applicants, etc.
- Prepare reports for clients to display forecasted hiring needs, tasks in progress, the number of candidates searched, the number of qualified candidates found, etc., to confirm the effectiveness, accuracy and efficiency of recruitment and staffing processes (with a continued focus on possible areas for improvement).
- Guide and participate in the Workforce Planning team with day-to-day tasks/goals and provide leadership / coaching to Specialists to create a high-performing team with a cooperative work environment.
- Ensure all hiring practices and staffing efforts are in alignment with employment legislation (Employment Standards Act (ESA), Accessibility for Ontarians with Disabilities Act (AODA), Human Rights Code, Education Act, Occupational Health and Safety Act (OHSA), Collective Agreements, Ministry of Education Policy/Program Memorandum (PPM), etc.) as well as with all collective agreement provisions.
- Analyze fill rate results and upcoming recruitment and staffing requirements to determine team objectives with the Manager and Senior Partner and strategize on methods to improve practices in consultation with stakeholders (Principals, Managers, Union liaison, etc.).
- Establish and maintain effective partnerships with unions, federations, associations, universities, colleges, and other stakeholders.
- Be involved in the planning and progress of recruitment fairs, bulk hiring, student placements, administrative transfers, excess/surplus/recall for all employee and occasional/supply/casual groups.
- Be involved in various Workforce Planning projects (including PDSB branding activities on social media platforms) and continuous improvement initiatives to improve service excellence and delivery, employee experience, engagement, and retention.
- Develop and maintain consistent and equitable procedures and guidelines for recruitment and retention, transfer, staffing, and promotion processes.
- Be responsible for other duties as assigned and required based on the needs and requirements of the PDSB.
- The Board and the Department will also rely on you to act as a resource to the HR team, Superintendents, school administrators, management, and employees regarding workforce planning, collective agreements, regulations, statutory obligations, grievances, and negotiations in matters of recruitment and staffing processes and provisions.
Qualifications
To be considered for the role of Partner, Workforce Planning and Partnerships, you will need to have the following knowledge and skill set:
- Post-secondary degree/diploma related to Human Resources Management (CHRP/CHRL designation preferred), with a minimum of 3 - 5 years of progressive experience in recruitment and staffing processes, employee retention talent acquisition and employee onboarding.
- Strong knowledge of human resources best practices, policies and procedures, and employment-related legislation, including, but not limited to, Employment Standards Act, Employment Equity Act, Labor Relations Act, Education Act, Ontario Human Rights Code, Ontario College of Teachers Act, Teaching Profession Act, and Accessibility for Ontarians with Disabilities Act.
- Demonstrated experience as a People Leader, able to successfully coach and develop a strong team.
- Experience with branding strategies, criminal background checks, student placements, partnerships with colleges, universities, and community agencies for outreach opportunities, and exit interviews, an asset.
- Experience in a complex, multi-union environment working effectively with all levels of employees and unions, preferably in the education/public sector.
- Comprehensive knowledge of HR management practices (recruitment and selection, staffing, planning, organizational behavior, training and development, employee and labor relations, compensation).
- Extensive computer skills and aptitude with MS Word, Excel, PowerPoint, Outlook, HRIS software, Applicant Tracking System, Dispatch System, staffing programs, reporting tools, and Visio workflow design.
- Demonstrated experience using key performance metrics for reporting and statistical analysis, attention to detail and accuracy, and ability to meet timelines and maintain confidentiality.
