Under the direction of the Manager of the City’s Corporate Asset Management Office, the Corporate Asset Management Specialist provides effective leadership, guidance, technical expertise, advice and recommendations relating to the integration of the City’s Asset Management Program to all city departments (service areas). The Corporate Asset Management Specialist has both a significant and comprehensive leadership role with all city departments to ensure leading asset management practices are implemented and adhered to by providing ongoing support and mentoring to departmental asset management offices and service area staff. In addition, this position is responsible to support the Manager of the Corporate Asset Management Office in managing the Asset Management Policy, the Asset Management Administrative Standard and lead the development of the City Asset Management Plan and Strategic Asset Management Plan. To help maintain organizational consistency, this role also requires a collaborative approach in supporting the departmental asset management offices in implementing asset management tools and processes, as well developing their Departmental Asset Management Plans, and the annual Infrastructure Plan. On-going and effective communication is critical to this role and will require regular engagement with, senior leadership including; department heads, divisional managers and other stakeholders, to help formally educate, solicit feedback and provide status updates on corporate initiatives. In addition, this position will serve as a liaison between internal Asset Management Offices and external vendors to ensure alignment, facilitate information exchange, and support the implementation of technical solutions. This position will monitor service area compliance to the Asset Management Program and implement corrective action strategies. The Corporate Asset Management Specialist is responsible for leading the development of a 10 year Capital Plan that considers existing and new infrastructure needs and aligns with sustainable levels of service, financial planning strategies, and Our Winnipeg.

As the Corporate Asset Management Specialist, you will:

  • Lead the implementation and support of new and emerging technologies and tools that enhance the City’s asset management practices.
  • Develop and manage the Strategic and City Asset Management Plan
  • Develop 10 year Investment Plans
  • Support the Departments in developing and managing their Departmental Asset Management Plans
  • Manage the Asset Management governance documents
  • Develop and Administer Training

Your education and qualifications include:

  • Bachelor’s Degree in public sector management, commerce, civil technology/engineering or finance or an acceptable equivalent combination of education, training, and experience.
  • Successful completion of the associated professional designations in addition to the education listed above would be an asset including obtaining a P.Eng., C.E.T/A.Sc.T, CAMA, CMA, CGA, MBA or CA.
  • Certification in Asset Management at the time of hire is desirable. Applicants who have not yet attained this certification would be required to obtain it within a period outlined in the employee’s professional development plan. (typically within 2 years)
  • Certification in Change Management (ADKAR). Applicants who have not yet attained this certification would be required to obtain it within 2 years using the City’s Change Management training or through an authorized vendor.
  • Attainment of a Project Management Professional (PMP) designation/Prince II certification at the time of hire is desirable. Applicants who have not yet attained the certification would be required to obtain within a 6-year timeframe.
  • Certificate in Quality Management/ Lean Six Sigma (Green Belt) would be considered an asset.
  • Valid Manitoba Class 5 Driver's License
  • Experience negotiating and influencing in order to impact decisions, solve problems, and advance opportunities
  • Experience working in a project management capacity which included applying both theoretical and practical aspects of project management and processes and utilizing formal project management techniques for project delivery
  • Experience in applying, service management principles, strategic planning processes and financial management techniques
  • Experience with risk analysis and risk management techniques in both the asset management and project delivery space disciplines.
  • Experience building and using data management systems for the purposes of analyzing and interpreting large sets of information to help identify trends and monitor performance in support of business decision making.
  • Experience with, and proficient using, a variety of computer applications; specifically Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Visio and SharePoint).
  • 5-7 years of experience in the asset management field including holding progressively responsible positions and having applied asset management concepts and principles.
  • Knowledge of the ISO 55000 and PAS55 Asset Management Standards
  • Strong strategic leadership skills and previous experience facilitating and coordinating stakeholder meetings and workshops including building consensus on contentious issues, interpreting results and recommending decision alternatives.
  • Strong analytical and problem solving skills in order to undertake economic impact, cost-effectiveness, and other analytic studies that form the basis of reports and decision-making and to create innovative solutions to complex and politically sensitive issues and problems.
  • Excellent written communication skills in order to assist in the development of business case evaluations, investment prioritization plans, Capital Investment Plans and reports for Council.
  • Ability to undertake Business Process Review studies, identifying strengths/weaknesses, working with departments to develop process/organizational improvements, and guiding consensus-building efforts on contentious issues.
  • Ability to utilize change management tools and techniques as part of embedding asset management into the City’s organization.
  • Ability to lead or conduct benchmarking projects, applying appropriate tools to conduct analyses, and preparing report/presentation recommending opportunities for enhancement, with stakeholder support.
  • Excellent interpersonal skills demonstrated by the ability to facilitate working relationships, interact effectively with a variety of individuals including other staff, senior management, managers, and the public (consultants, contractors, and other external groups) with tact and diplomacy.
  • Strong knowledge/understanding of municipal governance and its relationship to other orders of government including knowledge of provincial and federal department structure.
  • Strong organizational and time management skills in order to be flexible and responsive to changing priorities and circumstances as well as ability to work on diverse projects simultaneously in a stressful and fast paced environment.
  • Ability to work independently with minimal oversight.
  • Ability to work extended hours in emergent situations.
