Position Summary

Reporting to the Municipal Works Manager, the Municipal Works Technologist is responsible for providing technical support in the planning, design, maintenance, and operation of municipal infrastructure, including roads, water systems, storm water management, and wastewater services. This role involves conducting field inspections, analyzing technical data, preparing reports, responsible for the cross connection control program, fog program, assisting with capital projects and asset management initiatives. The Municipal Works Technologist collaborates with internal departments, consultants, contractors and the public to ensure that municipal works projects align with engineering standards, regulations, and best practices.

Key Responsibilities

  • Assist in the planning, design, and implementation of municipal infrastructure projects, including roads, water distribution, wastewater, and storm water management systems.
  • Conduct field inspections for the cross connection control program, fog program and drainage systems and assessments of municipal assets, documenting conditions and recommending maintenance or upgrades.
  • Collect, analyze, and interpret technical data to support infrastructure planning, asset management, and service delivery improvements.
  • Prepare reports, technical drawings, cost estimates, and specifications for municipal works projects.
  • Support the review of engineering designs, development applications, and construction plans to ensure compliance with municipal, federal and provincial standards and regulations.
  • Assist in overseeing municipal assets by maintaining infrastructure inventories and updating asset management systems.
  • Monitor and track construction activities, ensuring compliance with safety regulations, engineering guidelines, and project timelines.
  • Respond to inquiries from residents, contractors, and stakeholders regarding municipal infrastructure, services, and regulatory requirements.
  • Collaborate with internal departments, consultants, and regulatory agencies to support municipal works operations and infrastructure planning.
  • Assist in preparing grant applications, funding proposals, and regulatory submissions to support municipal projects.

Position Requirements

Education & Certifications

  • Diploma in Civil Engineering Technology, Environmental Technology, or a related field.
  • Certification as a OWWA Cross Connection Control Specialist is preferred, must be able to obtain certification in the specified time frame.

Experience

  • Preferred 2 years of experience in municipal infrastructure and municipal works operations, or civil engineering technology.

An equivalent combination of education and experience may be considered.

Knowledge, Skills, And Abilities

  • Municipal Infrastructure Knowledge: Strong understanding of municipal roads, water, wastewater, and storm water systems.
  • Technical Analysis: Ability to collect and interpret engineering data, perform calculations, and generate reports.
  • Project Coordination: Experience supporting infrastructure projects, including budgeting, scheduling, and contractor coordination.
  • Field Inspections: Knowledge of inspection procedures, construction standards, and municipal asset management practices.
  • Regulatory Compliance: Understanding of municipal, provincial, and federal regulations governing public works and engineering projects.
  • Experience using geographic information systems (GIS), asset management software, and is recommended.
  • Problem-Solving: Ability to assess infrastructure issues and recommend effective technical solutions.
  • Communication: Strong verbal and written communication skills for technical reporting, stakeholder engagement, and public inquiries.
  • Collaboration: Ability to work with contractors, consultants, regulatory agencies, and internal teams to achieve project objectives.
  • Attention to Detail: High level of accuracy in technical drawings, cost estimates, and compliance assessments.

Working Conditions

  • Work is performed in a combination of office settings and field environments, with exposure to varying weather conditions, construction noise, and physical hazards during field inspections.
  • Standard business hours with occasional evening or weekend work required for site visits, public consultations, or project deadlines.
  • Compliance with workplace safety protocols, including the use of personal protective equipment (PPE) is required.
