Basic Qualifications
Reporting to the Supervisor, Property Tax and Assessment, the Billing and Collection Analyst is responsible for the data entry, analysis, organization, and customer service for all Tax processes in accordance with the City's policies and the Municipal Act, 2001. This includes coordinating the pre-authorized payment program, ensuring all function within the property tax process and the water collection processes are completed as per the applicable legislation and the City of Cornwall's By-laws. This position is also responsible for administering the banking platform, daily review of bank transactions and processing any uploads as well as downloading and reconciliation of the EDI daily transfer. This position provides backup assistance, when required, in all tax related areas.

- A 2-year post-secondary degree or Diploma in Business Administration, Finance or another related Financial Field.
- A minimum of 3 years recent experience in collection and analysis, preferably in a local government environment.
- Customer Service experience.
- Cash handling experience
- Advanced knowledge of MS Office with extensive experience in spreadsheet applications. As part of the interview process, selected applicants will be tested in Excel and must achieve a score of 70% or higher to move to the next stage of the recruitment process.
- Knowledge of Property Tax and Utility Billing by-laws and procedures.
- Bilingualism in French and English is required. As part of the interview process, selected applicants will undergo a language assessment and must achieve a score of B+ or higher to move to the next stage of the recruitment process.
- Completion or enrollment in a Municipal Tax Administration Program will be considered an asset.
- Experience using Microsoft Dynamics GP, Property Tax, Utility Billing and cash receipts modules will be considered an asset.
