Experience:

  • Must have an undergraduate’s degree in engineering, science, or technical field from a recognized* Canadian post-secondary institution, or the equivalent as established by a recognized* Canadian academic credentials assessment service, if obtained outside of Canada.
  • Must have a minimum of one-hundred and twenty (120) months combined experience in the last one-hundred and eighty (180) months, with at least twenty-four (24) months of that combined experience having occurred in the last sixty (60) months, developing
  • architecture in a minimum of one (1) of the following:
  • System-of-Systems level architecture for C4ISR systems
  • System requirements gathering for complex systems
  • System level architecture for command and control communication and information systems within a distributed platform environment
  • System level architecture for command-and-control communication and information system, with a Client/Server environment
  • ISTAR System level architecture for Military C4ISR systems; and/or
  • Data architecture definition and implementation for C4ISR systems or similar systems*.
  • Must have a minimum of one-hundred and twenty (120) months combined experience in the last one-hundred and eighty (180) months, with at least twenty-four (24) months of that combined experience having occurred in
  • the last sixty (60) months, analyzing, designing and/or implementing solutions in a minimum of one (1) of the following:
  • Command-and-control communication and information systems within a distributed platform
  • Command-and-control communication and information systems within a client/server environment
  • Military ISTAR systems
  • Joint or allied C4ISR Interoperability solutions using NATO Standardization Agreements; and/or
  • System management solutions (tools and processes) for communications and information systems and/or ISTAR systems.
  • Must have a minimum of one-hundred and twenty (120) months combined experience in the last one-hundred and eighty (180) months, with at least twenty-four (24) months of that combined experience having occurred in the last sixty (60) months, in system integration, verification and validation for hardware and software components (commercial off the shelf and/or custom developed) in new or existing systems in a minimum of one (1) of the following:
  • Command-and-control communication and information systems within a distributed platform environment
  • Command-and-control communication and information systems within a client/server environment
  • Military ISTAR systems
  • Joint or allied C4ISR Interoperability and solutions using NATO Standardization Agreements; and/or
  • System management solutions (tools and processes) for communication and information systems and/or ISTAR systems.
  • Must have a minimum of one-hundred and twenty (120) months experience in the last one-hundred and eighty (180) months with at least twenty-four (24) months of that combined experience having occurred in the last sixty (60) months, as a systems architect in communication and information systems (hardware, software and network) or specialty engineering (security, modeling, simulation, ISTAR).
  • Must have a minimum of forty-eight (48) months experience within the last sixty (60) months in the preparation of technical concept documents, system specifications, and technical proposals in the filed of information technology/information management or engineering.
  • Must have a minimum of forty-eight (48) months experience within the last sixty (60) months in a minimum of three (3) of the following:
  • Communicating technology frameworks/strategies to management and technical staff
  • Communicating system engineering direction for projects or systems
  • Providing advice, guidance and recommendations on technical issues to support the decision-making of senior management
  • Leading multidisciplinary teams in the development of IT tactical systems, frameworks or strategies
  • Performing strategic, operational or tactical planning for projects or systems to meet corporate strategy.


The scope of work of the Contract includes, but is not limited to:

The Application/Software Architect (Systems Architect) professional will be expected to execute the following tasks during this contract, but not limited to:

  • Develop technical architectures, frameworks and strategies, either for an organization or for a major application area, to meet the business and application requirements;
  • Identify the policies and requirements that drive out a particular solution;
  • Analyze and evaluate alternative technology solutions to meet business problems;
  • Ensures the integration of all aspects of technology solutions;
  • Monitor industry trends to ensure that solutions fit with government and industry directions for technology;
  • Analyze functional requirements to identify information, procedures and decision flows;
  • Evaluate existing procedures and methods, identify and document database content, structure, and application sub-systems, and develop data dictionary;
  • Define and document interfaces of manual to automated operations within application sub-systems, to external systems and between new and existing systems;
  • Define input/output sources, including detailed plan for technical design phase, and obtain approval of the system proposal;
  • Identify and document system specific standards relating to programming, documentation and testing, covering program libraries, data dictionaries, naming conventions, etc.;
  • Lead the technical vision related to Land C4ISR capabilities;
  • Develop technical architectures, frameworks and strategies to meet LC4ISR system and/or System-of-Systems (SoS) requirements;
  • Analyze, design and implement LC4ISR system and SoS architectures;
  • Design, develop and assess technical solutions to address complex LC4ISR system and/or SoS issues;
  • Analyze and evaluate alternative technology solutions to meet LC4ISR system and/or SoS problems;
  • Ensure the integration of all aspects of LC4ISR system and/or SoS solutions;
  • Recommend options for resolving LC4ISR system and/or SoS design issues;
  • Update and evolve the LC4ISR System Breakdown Structure;
  • Define and document interfaces within LC4ISR subsystems, to external systems and between new and existing systems;
  • Produce, document and manage system architectural designs and guidance, with contributions from across all engineering and support disciplines, to achieve comprehensive LC4ISR system and/or SoS implementation;
  • Responsible for the development, the integration, the validation and the verification of all hardware and software components within the scope of all project and Equipment Management Teams (EMT) in DLCSPM 4.
  • SoS level architecture for LC4ISR systems;
  • System requirements gathering for complex systems;
  • System level architecture for C2 communication and information systems within a distributed platform environment;
  • System level architecture for C2 communication and information system, within a Client/Server environment;
  • Intelligence, Surveillance, Target Acquisition, Reconnaissance (ISTAR) System level architecture for military C4ISR systems; and/or Data architecture definition and implementation;
  • Identifying, analyzing and resolving complex communication and information systems;
  • Analyzing, designing and/or implementing solutions for communication and information systems on all associated WLS platforms and related projects;
  • Developing and documenting tools and processes for C2 communication and information systems associated with sensor platforms or within a client/server associated environment;
  • Developing, designing and maintaining test beds, and test procedures; and
  • System integration, verification and validation, for hardware and software components (Commercial Off The Shelf (COTS) and/or custom developed) in new or existing WLS platforms and related projects.
