This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

In the Manager, Project Management Office ITS role, you will be responsible for outlining a high level strategic vision, including deliverables, across the IT Department's Project Management Office (PMO). This includes oversight of all programs and projects, providing guidance to all relevant staff members in order to ensure smooth implementation and adherence to deadlines. Moreover, the Manager, Project Management Office ITS involves maintaining open lines of communication with the various business units of TCHC in order to understand their evolving needs and potential risks. Finally, this role requires constant monitoring of the reporting framework in order to keep it up to date.

What you’ll do

Cross-Organization Project Management

  • Implement cross-organization reporting mechanisms, emphasizing value-added advice and proactive identification and neutralization of risk.
  • Assess projects and programs in terms of deliverable impact, such as cost, time, risks and adherence to governing procedures.
  • Implement Project Management best practices.
  • Setup industry standards for Project Management Office (PMO).
  • Ensure that projects are within budget, follow best practices, and satisfy key stakeholders and project sposors.
  • Develop vision, strategy and lead large, cross-organization functional teams or projects the affect the organizations long term objectives and goals.
  • Manage projects communication processes to ensure that all processes are applied and followed
  • Research, review and prepare advice and reports on project management trends and issues
  • Ensure accuracy, efficiency and reliability of governance frameworks.
  • Act as the first point of contact for status updates regarding Project Management and articulate escalation procedures.
  • Provide regular update to IT Leadership teamon ongoing projects and initiatives.

Project Management

  • responsible for the day-to-day management and implementation of processes and methodologies.
  • Oversee significant projects and programs, while providing frequent updates.
  • Manage risks and obstacles as they arise.
  • Accurately forecast project budgets using the applicable methodologies.
  • Work with business to prioritize strategic corporate projects.
  • Support and work closely with business to prepare Annual Corporate Work Plan.
  • Manage assigned project and operational staff tasks, including allocation of approved staff resources, delegating, scheduling and prioritizing of staff workloads and developing, mentoring and coaching others.
  • Research, analyze and assess potential projects as assigned, working with stakeholders and appropriate TCHC staff to produce business cases and project scope documents.
  • Work with other staff in the procurement process for a new system by preparing a procurement strategy to plan, prepare RFI's and RFPs, manage scoring and evaluation of responses, write recommendation reports, conduct options analysis, conduct vendor briefings and debriefings, lead vendor negotiations and coordinate the process of drafting service level agreements and contracts.
  • Prepare project plans by producing project work breakdown structures, project charter & schedules and by ensuring implementation, contingency, risk management, communications, quality assurance & staffing plans are completed.
  • Ensure stakeholder signoff or approval is obtained at each step of Project Management Life cycle including Software Development Life Cycle.
  • Schedule and conduct project meetings including technical team, working groups, steering committee.

Management of PMO Staff Members

  • oversee project managers and ensure that projects are delivered on time, within budget, and according to quality standards.
  • Oversee proper training of staff members and facilitate professional development.
  • Mentor junior and intermediate Project Managers.
  • Ensure coherence and good morale amongst staff.
  • Maintain a big-picture overview of PMO projects and assign tasks accordingly.
  • Foster and sustain productive relationships with internal and external personnel such as staff, suppliers, consultants and contractors.
  • Mitigate periods of difficulty or uncertainty through solid working relationships.
  • Collaborate with internal stakeholders and advocate for the implementation of proper PMO procedures.

What you’ll need

  • University degree in Business Administration, Engineering, or Computer Science, with an emphasis on program and project management, or an equivalent combination of education, training, and experience.
  • Project Management Professional (PMP) designation.
  • Minimum 5-10 years related work experience in diverse project and program management with large, complex, multi-year IT systems and technology projects incorporating both capital and operating components.
  • Strong people management experience of a team with 4+ Project Managers.
  • Lead Project Managers in the implementation of projects in the Information Technology field.
  • Demonstrated proficiency in Microsoft software suite (PowerPoint, Project, Word, Excel,SharePoint, etc.) and Project Management tools and processes.
  • Must have excellent knowledge of the principles and practices of project management and demonstrated ability in monitoring, reviewing and reporting on major projects.
  • Excellent team building skills, listening, coaching, group facilitation and conflict resolution skills.
  • Excellent budget and risk management skills.
  • Experience leading vendor management and contract negotiations.
  • Excellent interpersonal and oral/ written communication skills and client relationship skills.
  • Analytical ability with excellent attention to detail.
  • Strong presentation, writing and/or training skills.
  • Strong experience as a meeting facilitator.
  • Some travel between offices. Working after normal business hours as required
