Waterloo Regional Health Network (WRHN) is implementing a multi-year Facilities Redevelopment Master Plan to facilitate building a regional system of care that will meet the growing needs of the local community, expected to grow to 1 Million by 2050, and provide care closer to home for decades to come.

Led by the Vice President, Redevelopment, the Redevelopment Team works collaboratively across WRHN to plan, design, and implement all components of the Multi-Year Facilities Redevelopment Master Plan. The plan includes:

  • a new, state-of-the-art hospital site in Waterloo (WRHN @ The University);
  • renovating and expanding the existing WRHN @ Midtown Site as an ambulatory and urgent care centre;
  • expanding WRHN @ Chicopee in Kitchener for modernized and expanded rehabilitation capacity and;
  • maintaining WHRN @ Queen’s Blvd. to continue to deliver excellent care and service to our communities until approximately 2035.

Position Summary :

The Project Manager is responsible for managing all phases of the project life cycle, from initiation and planning through to implementation and closure, ensuring the successful completion of all deliverables. This role encompasses oversight of project objectives, ensuring adherence to schedules and budgets, while seeking opportunities for improvement. A comprehensive understanding of healthcare planning, building sciences, infrastructure systems, and construction is essential.

The Project Manager will bring an understanding of the development of design for the block schematics, detailed design, construction contract documents, procurement, and construction management to the position, with an understanding of project planning, site planning, and design and construction of healthcare projects delivered using a Public-Private-Partnership (P3) framework, and in particular, the DBFM model is considered an asset.

The Project Manager should have a working knowledge of the policies, procedures, and processes of the Ministry of Health and Infrastructure Ontario, and exhibit strong project management skills, as well as strong inter-personal skills.

General Responsibilities:

General/Technical:

  • Assist the Senior Project Manager(s) in managing the Design Team, including the Prime Consultant and Specialty Consultants, in potentially different project procurement and delivery methods, in overlapping timelines.
  • Working with the Senior Project Manager(s), effectively translate user requirements into actionable design and technical directives for design teams, vendors, and construction trades.
  • Familiarity with various project delivery models, including Stipulated Sum, Design-Bid-Build, Turnkey, Construction Management, Alternative Financing and Procurement (AFP), and Integrated Project Delivery (IPD) is an asset.
  • Coordinate with the Senior Project Manager(s), and among all project disciplines, to ensure that the final product aligns with user functional requirements, the project timeline, and the established budget.
  • Assist the Senior Project Manager(s) in coordinating all planning meetings involving department representatives, consultants, and essential team members throughout the design and working drawing phases.
  • Support the implementation of the overall project’s development, provide input, review, coordination and integration of the planning, design, and transactional documentation into the project works, including, but not limited to, project specifications, in particular, project specific output specifications (PSOS), including facilities management output specifications (FMOS), and FF&E and ICAT project integration requirements.
  • Assist the Redevelopment Team Project Managers, as required, to address Facilities Management, FF&E, and ICAT project scope development and implementation requirements.
  • Collaborate with the consulting team; assist the Senior Project Manager(s) in overseeing and validating the work of architects, engineers, and various specialty consultants.
  • Assist the Senior Project Manager(s) in the scope development and documentation associated with other related projects in support of the main redevelopment project, including the coordination of site works, project planning, design and construction documents, issuance of tender works, evaluations, and construction management throughout the project.
  • In addition to the Senior Project Manager(s) in Planning & Design, work closely with other Redevelopment team members in Transaction & Construction, Service Planning & Operational Readiness, Infrastructure Planning & Redevelopment, FF&E, and ICAT to support related programming, planning, design and operational project development requirements.
  • Assist Senior Project Manager(s) in providing input into the development of project plans, scheduling of works, and implementation schedules.
  • Assist Senior Project Manager(s) in the planning and development of the Multi-year Facilities Redevelopment Master Plan, including working with project consultants to aid in the development of both interim and long-term facility requirements.
  • Work with Senior Project Manager(s) to identify project related risk throughout the design and implementation of the project.
  • Support the development of project technical requirements with internal project staff, consultants, and hospital user groups.

Governance and Communications:

  • Attend all project related meetings, as required, with the Planning, Design & Compliance (PDC) team, Project Company (PCo), hospital user groups, project partners and various authorities having jurisdiction. Depending on the project delivery method, this may also include traditional Prime Consultant and General Contractor/Construction Manager.
  • Build effective relationships with senior leaders and work with the Senior Project Manager(s) to guide and influence decision making relative to project strategy, risk, and outcomes.
  • Assist Senior Project Manager(s) in negotiations and conflict resolutions, work with external and internal stakeholders to obtain buy-in and support to ensure the success of projects and achievement for all parties.

Site Planning:

  • Along with the Senior Project Manager(s), collaborate with external stakeholders and partners, including the City of Waterloo, Region of Waterloo, the University of Waterloo, Grand River Conservation Authorities (GRCA), and related provincial Ministries (Transportation, Environment, etc.) for the Master Site Plan, Site Plan Approvals, and all other required on-site permits.
  • Assist in coordinating the work of the Master Site Plan and the PDC and PCo RFPs.

Design and Contract Documents:

  • Assist Senior Project Manager(s) to ensure WRHN representatives are at multiple user groups throughout the project, assist with defining design/technical details of the programs for the purposes of informing physical design and FF&E requirements.
  • Monitor compliance of all documentation developed in the execution of Stage 2 Proposal Contract documents (PSOS development), Stage 3 (Procurement), and late Stage 3 (Implementation/Construction) and (Occupancy – Project Settlement) phases.
  • Work with the Senior Project Manager(s) to ensure thorough and accurate documentation at every phase of the project, including potentially two different project delivery methods, from inception through construction to the occupancy or operations stage
  • Work with the project team to integrate all aspects of the project into the technical documents, including FF&E, ICAT, and Sustainability (LEED/WELL) initiatives.
  • Assist in coordinating with the Operational Readiness requirements in the PSOS to facilitate a smooth transition into operations.
  • An understanding of construction contract law, standard design agreements, and project management processes related to facilities work is required.
  • Procurement:

  • Work with the Senior Project Manager(s) and Redevelopment Team to support efforts with IO and the PDC in the hospital’s engagement during RFP Open Periods in regards to the technical submissions, during the Closed Period in regards to the technical submissions and evaluation, and be an active participant in the RFP review process.
  • Construction:

  • Assist Senior Project Manager(s) in resolving project implementation issues that are not in accordance with planning and design requirements, identify and document issues and facilitate resolution with Redevelopment Team, Planning, Design & Compliance (PDC) team, PCo, and Infrastructure Ontario (or other project delivery method team, such as Prime Consultant and General Contractor/Construction Manager).
  • In collaboration with the Senior Project Manager(s) and the Redevelopment team, review all documents, drawings, and submissions in relation to intended design, and for integration of design related processes for ICAT, FF&E, LEED, and WELL Building initiatives.
  • Assist the Senior Project Manager(s) in the coordination of transition planning, move work, and project closeout.

Position Requirements:

  • A University degree or college diploma, preferably in Architecture or Engineering, required from an accredited educational institution, and corresponding professional status, or equivalent combination of academic and practical experience.
  • Project Management Professional (PMP) designation or Construction Project Management status is an asset.
  • A minimum of 3 - 5 years as a Project Manager in healthcare planning, design and construction, renovation, and space related projects.
  • Project management experience as part of a healthcare capital planning project team, including experience working on Design Build Finance Maintain (DBFM) projects, Construction Management (CM) projects is an asset.
  • Familiarity with the Ontario Building Code, CSA Z-8000, and CSA Z317 Infection Control; an understanding of infection control during construction, Construction Health and Safety, and contract law as it applies to the equipment implementation and acceptance is an asset.
  • Knowledge of the Occupational Health and Safety Act.
  • Knowledge of the various Infrastructure Ontario Alternative Financing and Procurement / Public Private Partnerships project delivery models.
  • Working knowledge of Ministry of Health master planning, capital budgeting, facility designs, and construction processes, as well as familiarity with health care delivery systems.
  • Demonstrated management, facilitation, written and oral communication, and presentation skills.
  • Ability to understand user context and translate complex issues while finding positive solutions to problems for all key stakeholders.
  • Demonstrated skills in collaboration, teamwork, problem-solving, and providing customer service excellence.
  • Demonstrated understanding and compliance with patient and staff safety policies and procedures that foster a safe and inclusive environment for all.
  • Proven experience in working effectively within diverse teams of project consultants, specialists, and user groups.
  • Able to work in a fast paced, results and schedule driven team environment.
  • Experience with creation of procurement documents (RFT, RFQ, RFP, RFSQ) is an asset.
  • Good understanding of building systems & infrastructure.
  • Experience with municipal and regional permit applications processes.
  • Sustainable Design, LEED and WELL experience is an asset.
  • Consultation, negotiation, and consensus building skills.
  • Ability to always maintain confidentiality.
  • Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential.
  • Well versed with Revit, AutoCAD, MS Project, SharePoint and Microsoft Office Suite.
