The Opportunity:

The City of Red Deer is currently recruiting a Legislative Advisor to fill a permanent full-time position. The Legislative Advisor has a lead role in ensuring that the Municipality is meeting all statutory obligations set out in legislation, particularly as it related to Council and Council Committee meetings. The Legislative Advisor will provide expert advice and support on legislative matters ensuring compliance with relevant legislation, bylaws and policies.

This position requires an individual adept at communicating and adapting to change in a fast paced, politically sensitive environment. The Legislative Advisor works closely with elected officials, the Office of the Mayor, City Manager, Senior Management and Committee Members (which include members of the public and agency representatives). This position manages and is responsible for agenda development, minutes, resolutions, inquiries, information, and procedural advice relating to Council and Committee Meetings. The Legislative Advisor has a high level of initiative, deals with multiple tasks, is highly detail oriented, demonstrates excellent interpersonal skills, can manage competing priorities, demonstrates problem solving skills, consistently completes error free work and has the ability to continuously meet strict deadlines.

As our preferred candidate, you will have:

  • 2-year diploma in Office Administration, Business Administration or equivalent field.
  • Additional education such as National Advanced Certificate in Local Authority Administration or FOIP training would be an asset
  • Standard First Aid, CPR Level C and AED certification would be an asset
  • Five years of experience with meeting management processes (agenda preparation, minutes preparation and procedural advice (including application of “Robert’s Rules of Order – Newly Revised”)). An equivalent combination of education and experience will be considered.
  • Knowledge of procedures, policies, bylaws, Municipal Government Act and political systems
  • Exceptional organizational and communications skills (verbal and written)
  • High level of interpersonal skills, tact and diplomacy to interact with a variety of internal and external customers
  • Knowledge of parliamentary procedures
  • Ability to read and understand various governing legislation (ie. Municipal Government Act, Freedom of Information and Privacy Act, and bylaws)
  • Advanced computer skills including Microsoft Office Suite
  • Ability to perform duties with minimum supervision and high degree of accuracy
  • Calmly and effectively respond to inquiries, conflict and/or emotional situations
  • Ability to complete detailed tasks with a high degree of accuracy and efficiency while dealing with competing priorities and interruptions
  • Demonstrated ability to manage all tasks and meet deadlines
  • Ability to strictly maintain the confidentiality of highly sensitive information
  • Ability to communicate effectively and courteously with elected officials, senior management, staff, volunteers and general public
  • Ability to work independently using initiative to prioritize responsibilities and workload efficiently
  • Ability to accurately select pertinent statements from discussions to develop minutes, resolutions and correspondence
  • Ability to recognize and understand team goals
  • Required to travel within Central Alberta to attend Committee Meetings

Remuneration:

$39.81 to $41.90 per hour

Hours of Work:

75 hours biweekly; Monday to Friday; will be required to work non-regular business hours, sometimes with little notice. Can include Council meetings (late evenings), Special meetings as required and Evening Committee meetings.
