OPE System Planner

Rogers is seeking a System Planner (Outside Plant Engineering) to work with our Construction, Unified Fiber and Hub Implementation team, to ensure that Rogers projects are completed within demanding deadlines. Reporting to the OPE Manager, based out of Mississauga, you will be responsible for The Green Field program and ensuring the integrity of the Rogers wireline network is maintained. You will demonstrate a "Customer Comes First" approach, from project creation to completion.

What You’ll Do

  • Lead end-to-end delivery of Cable and Structure projects, from Rogers project setup to close-out, including support for OPE and UFP departments on related initiatives.
  • Initiate communication with internal and external stakeholders to define project scope, create projects in ADM, and update all relevant fields.
  • Schedule and conduct preliminary field surveys to verify scope and determine optimal routing for permits and design, ensuring suitable locations for new Rogers infrastructure.
  • Request quotes from OPE prime contractors for permits, design, and construction drawings to support P.O. request submissions.
  • Review RF designs, powering plans, and permits for compliance with Rogers specifications and construction feasibility.
  • Submit splice diagram requests and provide all necessary documentation (permits, construction drawings, etc.) to the internal Rogers fibre team.
  • Develop a comprehensive Bill of Materials including all required materials, labour, and cost-effective design routes and technologies.
  • Liaise with local utilities, municipalities, and private property owners to facilitate timely project completion.
  • Validate project accuracy prior to issuing plans to the Construction Department and update system maps with current construction data.
  • Coordinate project activities including cost estimation, reporting, and cross-departmental communication to minimize subscriber and municipal disruptions.
  • Collaborate with the delivery manager to report progress, identify risks, and implement mitigation strategies.
  • Review ADM milestone reports weekly or bi-weekly and participate in project review meetings with managers and third-party stakeholders (e.g., developers, municipalities).
  • Present progress updates based on milestone tracking.
  • Review As-Built packages for completeness and accuracy prior to final input (including RF designs, powering, permits, splice assignments, SAM, etc.).
  • Work cross-functionally to resolve escalations, including MOB issues, Office of the President requests, and maintenance inquiries.
  • Ensure adherence to financial commitments and drive projects toward timely completion.

What You Bring

  • Post-secondary diploma or degree in Civil Technology, or an equivalent combination of education and experience.
  • Minimum 5 years of experience in the telecommunications industry.
  • Proven ability to plan, manage, and implement small to medium-scale fibre and coax network relocations and upgrades.
  • Specialized knowledge of fibre network technology, including architecture, planning, construction, and operation, as well as equipment such as fibre optic cables, outside plant hardware, and fibre test and measurement tools.
  • Familiarity with CSA standards, MCR and utility standards, and ESA 2204.
  • Proficiency in AutoCAD, SpatialNet, RPATS, and spreadsheet/database software is an asset.
  • General understanding of Digital TV, IP, and NSS networks.
  • Strong analytical skills for translating capacity requirements into service and product solutions.
  • Demonstrated success in optimizing network capacity to meet business and economic objectives.
  • Formal project management training is considered an asset.
  • Knowledge of transit system operations is an asset.
  • Strong organizational skills with the ability to manage multiple projects simultaneously.
  • Excellent communication and interpersonal skills.
  • Committed to key success factors customer focus, teamwork, communication, and innovation.
  • Must have a valid driver’s license with a clean driving record, and be able to pass a criminal background and credit check
