What You’ll Do
- Establish relationships and partnerships with staff, service providers, stakeholders and clients to ensure effective communication
- Forecast resource requirements and recommends a flexible model including in house and market resources to manage the cyclical needs of TCH
- Lead and resolve complex contract management and service issues to successful outcomes
- Review and approve invoices on a regular basis
- Liaise closely with the Vendor Management Team to recommend performance metrics and implement within the assigned programs
- Recommend to Manager to plan and manage the program budgets including the recommendations for planning of asset extension/preservation using various analysis and forecasting tools
- Work closely with the Facilities Team (Planning/Engineering) to develop and recommend corporate standards through market research and industry standards
- Develop and recommend tender/scope strategies and specifications to meet TCH standards and needs
- Lead complex maintenance and construction tenders through sound estimating, quoting and bidding practices, including calls for Tenders, RFQ’s & RFP’s and prequalification tenders
- Manage service partners by developing service-level, operating-level and partnership agreements
- Recommend, develop and implement the Key Performance Indicators as required to effectively monitor and improve operational delivery.
- Assist Manager to develop a mentorship program in the designated discipline incorporating TCH’s succession plan. Identify the individual(s) for training and development in future leadership roles
- Recommend, develop and implement training programs and performance management plans
- Lead, manage and mentor a diverse group of unit supervisors, support and service staff
- Contribute to the corporate development of metrics and measurement tools for performance
- Provide technical support and information to TCH, external clients, sales account managers, client care centre, consulting firms, engineers and other business units
- Collaboratively plan and execute maintenance and construction services for our residents
- Manage the internal audit program of all elevator components for all properties
- Planning, coordination, implementation, inspection of planned, preventative & emergency maintenance & construction programs
- Assess operating systems, provide recommendations to replace, extend life cycle, reduce/mitigate potential damages or reduction in life cycle of building elevator components
- Prepare/evaluate/execute service proposals (eg. RFP, quote, contract review etc.) for construction, preventative, and demand service requests for clients on an on-call 24/7 basis
- Prepare, review, confirm, recommend on assigned projects; scope of work, contract reviews (including service level agreements).
- Establish client communication protocols, financial reporting, progress updates, and scheduling of work activities to meet/exceed contract obligations.
- Mitigate risks to client’s assets through establishment of proven service standards. Assist their direct reports and clients in providing business operations performance reports
- Participate in JHSC meetings and/or committees as required
- Supervise, mentor, train and direct unionized service and administrative staff
- Coordinate all aspects of service delivery and staff deployment
- Manage staff’s attendance: i.e. vacation requests, payroll input and monitor staffing capacity re: shifts, on call, call-out schedules
- Coordinate with Human Resources and respective Unions to deal with grievances, conflict resolution
- Health and Safety compliance, workplace accident and injury investigations & reporting
- Supervision of multi-disciplined vendors’ pool, including performance evaluations, site inspection, service procurement and delivery strategies from concept to completion
- Preparation/review/development of resources
- Responsible for the project communication to all parties
- Prepare/Review/Conduct progress meetings/minutes and presentations to stakeholders
- Prepare and/or review project budgets including projections, tracking, adjusting and reporting costs anomalies, and reconciling costs quarter/year end
- Provide and recommend approaches on program /project budgets to Manager or designate
- Provide sound technical recommendations when/where requested
- Appropriately deploy elevator personnel (in-house and external) to ensure all elevator component equipment is inspected, tested, checked and maintained
- Represent the organization as an expert witness at court hearings related to code compliance and potential accidents
- Recommend and develop capital replacement programs, purchase of new equipment and maintain inventory documentation
- Participate in interactions with developers, architects, engineers and building owners to provide sound knowledge to ensure compliance with the provisions of applicable acts and regulations in order to meet adequate operation of elevator systems in new and existing buildings
- Attend Emergency Operation Centre (EOC) or attend emergency scene as required during major emergencies. Participate in annual emergency exercises and provide input for the review of the organizations emergency plan
- Ensure emergencies are handled in accordance with departmental guidelines
- Other duties as assigned
- Minimum of 5-7 years of job related experience including extensive technical and legislative knowledge and experience in contract administration, tender preparation, and development and monitoring of budget plans
- College diploma in related technical field or trades certification (Mechanical or Electrical) or equivalent work experience in elevator maintenance
- 3 - 5 years of experience in a leadership role in a unionized environment.
- Holder of TSSA – EDM A, or F (Elevating devices mechanic category A, F) certificate
- Ability to work on small to large scale projects and multiple projects within a program based environment
- Possess strong negotiating skills and the ability to analyze and evaluate complex problems provide solutions and recommend alternatives
- Possess advanced skills in computer applications such use of Microsoft Word, Project and Excel
- Excellent customer service skills and experience in providing respectful service
- Experience working in a highly regulated public environment
- High level of integrity, confidentially, and accountability
- Excellent communication skills (verbal and written), with demonstrated professional and confident style as it relates to internal and external interactions

- Sound knowledge and ability in identifying threats, hazards and assessing related fire risk related to real property in the property management business industry, as well as the identification of reasonable policies, procedures, systems or hardware to mitigate the identified risk
- Sound knowledge of all relevant construction, industrial codes and maintenance codes including Occupational Health and Safety Act (OHSA), Ontario Building Code, Gas Code, Ontario Fire Code, Jurisdictional code requirements, local By-Laws etc
- Sound knowledge of Ontario Social Housing Act (OSHA), Residential Tenancy Act (RTA) and the Accessibility for Ontarians with Disabilities Act (AODA)
- Ability to act in Emergency Response Plan roles as required
- Must possess a valid G driver’s license and access to a vehicle
- Ability to work after hours
