Job Description
The scope of work for this project is Engineering, Procurement and Construction (EPC) to include pre-commissioning of systems and equipment to achieve Mechanical Completion (MC) and commissioning. The client Reko Diq will take care, custody and control of systems after commissioning.
The purpose of the Pre-Commissioning and Commissioning Manager is to provide the essential administrative processes, technical knowledge, and direction as listed. This role has the responsibility to promote Fluor’s competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. This position serves as the Reko Diq, pre-commissioning and commissioning manager who will be reporting to the Fluor construction director and will also require guidance and coordination with the client operation manager. The role requires performing complex to difficult pre-commissioning and commissioning planning and executing responsibilities, evaluating, selecting, and applying advanced techniques to a broad set of complex pre-commissioning and commissioning project requirements for the plant processing areas. This position will oversee leadership for subordinate area plant preoperational leads.
The Fluor Pre-Commissioning and Commissioning Manager will have responsibilities for all pre-commissioning and commissioning planning and field execution activities while benefiting from the Fluor global commissioning functional leadership for guidance and advice on Fluor global practices as well as off-site project progress reporting.

- Participate in providing a planned, documented, and managed pre-commissioning and commissioning execution from an engineering and construction approach to the mechanical completion and commissioning from construction to client operations and testing, and final hand-over of facilities, systems, and equipment to the client.
- Participate in all project leadership meetings and activities including client management meetings and activities.
- Collaborate in coordination meetings between Fluor and Reko Diq on overall project objectives.
- Oversee and provide directions to area pre-commissioning and commissioning personnel and leads for all Fluor scoped process areas.
- Assist in developing the Site Quality Manual (SQM) for quality manager and engineering discipline leads in determining the appropriate quality requirements for the equipment and project location to be included in the SQM.
- Ensure all pre-commissioning and commissioning activities adhere to safety regulations and HSE programs and support development of safety protocols to prevent accidents and injuries
- Support in the development and management of the client operation and start up budget.
- Participate in subcontractor, supplier and vendor plans for pre-commissioning, commissioning & turnover activities.
- Develop and maintain the system centric integrated pre-operational, commissioning and start up schedule; control all costs associated with preoperational labor and equipment; develop a preoperational plan; and integrate activities and deliverables with engineering, procurement, construction management, and client commissioning and start up.
- Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a or a combination of education and directly related experience equal to fifteen (15) years if non-degreed; some locations may have additional or different qualifications to comply with local requirements.
- Prior mill mining related pre-commissioning and commissioning management assignments.
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders. This role will require exceptional communication skills to effectively manage a team remotely.
- Job-related technical knowledge necessary to complete the job.
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
- Ability to attend to detail and work in a time-conscious and time-effective manner.
- Proven track record and experience with the pre-commissioning, startup and the commissioning of mining systems, electrical buildings, and miscellaneous infrastructure in a large scale mining and metal projects.
- Experience with creating and managing a facility pre-commissioning and commissioning plan.
- Understand the current capabilities of automation tools and ensure they are being utilized to the full benefit of the department and project.
- Maintain a safe work environment by administering a proactive environmental, health and safety program oriented towards maintenance activities and zero accidents.
- Provide training and guidance to team members on pre-commissioning and commissioning procedures and safety protocols.
- Participate in the career development of personnel.
- The successful candidate will be required to work in Vancouver office until the 3rd Quarter of 2026 and transition to Dubai, UAE in 2026.
- Ten (10) years commissioning and start up experience with at least five (5) years minimum experience in a supervisory or managerial role
- Five (5) years control room operations experience (operations/mechanical)
- Experience in both Lump Sum and reimbursable Engineering, Procurement, Fabrication, and Construction/Construction Projects including pre-commissioning, commissioning, training, etc.
- Ability to build effective relationships with client, engineering, construction, and vendor personnel.
- Demonstrated willingness and ability to travel on a short notice both internationally and domestically for short- and long-term assignments.
- Proficient in Microsoft (MS) Office suite of software programs.
- Proficient in 3D Model environment such Navisworks Freedom or SmartPlant
