General Summary
Responsible for the accurate and timely processing of weekly (hourly) and bi-weekly (salary) payroll across Canada. Oversees all aspects of payroll operations, including data collection, payroll processing, month-end reconciliations, auditing, accounting entries, and final transfer approvals, while ensuring compliance with applicable federal / provincial legislation, tax, legal, and accounting standards.
Job Description Essential Functions
Selects, trains, develops, and motivates a staff of professionals and nonexempt employees.
Provides environment supportive of personal growth and development. Monitors/evaluates employee performance, provides feedback, addresses deficiencies, etc. on a regular/as needed basis. Establishes clear and measurable objectives for direct reports on an annual basis and evaluates results of same.
Develops management successor
Ensures weekly and bi-weekly payroll is processed in an accurate, compliant and timely manner. Ensures compliance of the payroll processing, in accordance within federal and provincial jurisdictions
Manages government requirements, responding to audit requests, and stays current on payroll laws and best practices to maintain smooth and compliant operations.
Leads the coordination of year-end activities, ensuring accurate data submissions to governments and employees, managing communication with agencies, and transmitting payments. Works closely with external suppliers, reconciling data for pension plans and stock options while providing vital reporting to internal stakeholders, including senior management.
Champions continuous improvement by identifying and implementing process enhancements, automation, and development strategies. Collaborates across departments to streamline communication and improve operational efficiency while ensuring data integrity and compliance with internal controls. Provides clear guidance to employees, managers, and stakeholders on payroll-related matters, serving as the primary liaison with auditors and delivering essential documentation and explanations
Prepares and oversees relevant internal and external weekly, monthly, quarterly and year-end reports including statutory reporting/filing requirements, payroll account reconciliations, etc.
Prepare and submit all annual returns in a timely manner (T4, T4A’s, Releve1, EHT, WCB).
Issues ROEs as requested
Ensures that payroll disbursements are in accordance with company policies and procedures and statutory regulations such as Canada Customs and Revenue Agency, Revenue Quebec etc. Ensures timely processing of payments for variable compensation programs such as AIC/HIPP, sales incentive, recognition bonuses.
Communicates policy & procedure to operations and administrative personnel in order to ensure compliance for an effective internal control environment. Evaluates existing internal control procedures in payroll and initiates/directs the investigation and evaluation of perceived weaknesses, deficiencies or risks and recommends corrective actions, policies and practices. Implements best business practices which have effective controls and maximize efficiency
Evaluates, recommends and implements enhancements to the payroll information systems in response to business needs, changes in company policies/procedures, technological advancements and changes in Canada Customs and Revenue Agency regulations. Reviews, analyzes and coordinates the interface of payroll information systems with other systems such as Workday, 3rd party vendor systems, etc.
Advises management and staff across Canada on the application of policy and statute as relates to payroll issues. Effectively and proactively communicates statutory and regulatory significance of technical issues to management. Ensures that payroll records such as number of employees, overtime hours worked, rate of pay, taxes withheld etc. are maintained in compliance with both legal and corporate regulations.
Knowledge, Skills & Abilities Required
Minimum Education
Bachelor’s degree / equivalent required.
Professional Certification
Certified Payroll Manager (CPM) designation required
Must currently be a member of FedEx management or be EXCEL endorsed.
Minimum Experience
Five (5) years professional payroll experience in a large national firm (10,000+ employees)
2 years management experience
Other Specific Mandatory Experience Requirements
Knowledge of DayForce, Kronos and Workday preferred
Ability to manage confidential and sensitive employee personnel files
Experience in dealing with Government agencies CRA, RQ, Service Canada
Technical Skills Required
Sound knowledge/understanding of current provincial and federal employment rules and regulations
Knowledge of computer terms, procedures and techniques as well as a strong knowledge of computerized office automation applications (spreadsheets, word processing, web applications and databases).
