The Manager, Procurement will focus on leading enterprise-wide procurement strategies, building strong vendor partnerships, and driving cost savings, risk mitigation, and compliance across the organization.
You will manage organization-wide non-IT procurement activities, such as planning, sourcing, negotiation, and implementing contracts that align with organizational goals and regulatory requirements.
In this role, you will collaborate with internal stakeholders to secure favorable contract terms, mitigate risks, and ensure the full contract lifecycle is executed effectively from drafting through renewals and ongoing support.
You will act as the primary liaison between Pacific Blue Cross and external vendors, building strong relationships, resolving issues, and continuously improving vendor performance and service delivery.
In this role, you will support business units through vendor transitions and the implementation of new services or products, ensuring alignment with service-level expectations and organizational objectives.
You will also stay current on procurement best practices, regulatory standards, and emerging tools, bringing forward innovative approaches that strengthen procurement processes and deliver long-term value.
As the Manager, you will be responsible for overseeing the procurement process including development, implementation and management of Request for Proposals (RFPs). Knowledge of procurement processes and best practices will be used to ensure sufficient and effective purchasing operations.

- We are searching for a permanent Manager, Procurement to join our Contract and Procurement Services team.
- The starting salary will be determined based on a combination of skills, education, and experience. The salary range is $93,900 – $129,100 per year.

Key Experiences You Bring To This Role
- Bachelor's degree in business administration, supply chain management, finance, or a related field.
- Strong understanding of Personal Information Protection Act (PIPA), data security, and risk management in third-party contracts.
- Strong understanding of regulatory, compliance, and legal aspects of vendor contracting.
- 5 to 8 years of related experience in procurement, contract management, and/or sourcing including:
- experience managing multiple procurement projects and contract negotiations.
- experience working with multiple complex project teams and initiatives.
- 3+ years of leadership experience.
- Able to multitask and take initiative with the ability to prioritize and manage multiple projects effectively with little direction.
- Experience working in the healthcare or benefits insurance industry.
- Experience working in a regulated industry.
- Certified Professional in Supply Management (CPSM) designation, or equivalent.
- Master’s degree in business administration, supply chain management, finance, or a related field.
