Reporting to the Long-Distance, Regional and Remote (LDRR) fleet Engineering Director, the Technical Director - New Fleet Rolling Stock Engineering will oversee and be responsible for the engineering efforts related to the New LDRR Fleet Rolling Stock project during the final phase of procurement and throughout the entire project execution phase.
The incumbent ensures that the design of the New LDRR Fleet Rolling Stock meet project requirements, are integrated seamlessly with other systems, and are interoperable with both new and legacy equipment.

The incumbent ensures that the design of the New LDRR Fleet Rolling Stock meet project requirements, are integrated seamlessly with other systems, and are interoperable with both new and legacy equipment.
The Technical Director Will
- Act as the main point of contact on the new LDRR Fleet Rolling Stock project for internal stakeholders specialized in various disciplines.
- Be the Technical point of contact for the new LDRR Fleet engineering team.
- Ensure that the Rolling Stock supplier proposes a design that ensures satisfaction of technical requirements and constraints.
- Review and accept design elements from the new LDRR Fleet supplier during the project execution (Design reviews and CDRLs).
- Attest and communicate the guidelines advocated by VIA Rail to suppliers and external consultants assigned to professional services related to the new LDRR Fleet Rolling Stock project.
- Validate that the supplier meets regulatory certification requirements specified by Transport Canada and host railways and ensure their acceptance.
- Participate in defining interfaces with maintenance, infrastructure, as well as maintenance management and operation.
- Support qualification tests and the commissioning process.
- Manage into a matrix organization a technical team to support the new LDRR Fleet Rolling Stock project from launch to end of warranty.
Technical expertise to LDRR engineering:
- Manage internal and external resources for the review and acceptance of all design stages, including documentation, testing and validation tools related to Rolling Stock systems on the LDRR project.
- Collaborate closely with the suppliers, playing a central role in key decisions regarding Rolling Stock systems, and work efficiently with the service and operations teams to achieve the best design for VIA Rail.
- Provide technical guidance and oversight to the different streams of the LDRR Core team: Design and Build, Operations and Services, TSSSA team, Commercial and Legal team.
- Bachelor’s degree in mechanical or electrical engineering or equivalent.
- Member of the OIQ.
- 15 years of experience in technical management and Systems Engineering.
- 5+ years' experience within the Rail industry with experience on new equipment procurement
- Bilingual (English and French).
- Strong leadership, interpersonal and communication skills.
- Solid decision-making skills and the ability to lead through influence.
- Strong Knowledge of Rolling Stock design standards and regulations.
- Knowledge of Locomotives and Cars Systems and sub-systems
- Must be self-motivated and able to perform under minimal supervision.
- Demonstrated analytical and problem-solving skills.
- Knowledge of TEAMS, SharePoint and Microsoft Office, Word and Excel.
- Travel on a recurring basis, approximately 10% throughout the year.
