The Director, Regulatory Capital Measurement is responsible for the external and internal reporting of the Bank’s regulatory capital adequacy to shareholders and OSFI. This includes providing advice and counsel to business units with respect to the capital impact of transactions, including identifying opportunities to optimize capital in each of the business lines. This is accomplished through the development and execution of MIS related to the Bank’s global distribution of capital.


In addition, the incumbent is responsible for monitoring new regulatory requirements and industry best practices and overseeing regulatory capital processes and system enhancements Bank wide.


The Director will be a key contact for OSFI on consolidated Regulatory Capital and Leverage Capital reporting questions and will be the subject matter expert on these OSFI business constraints, returns and external disclosures
Is this role right for you? In this role, you will:
Business Strategy and Execution
  • Monitor, research, analyze and interpret the constant changing requirements for regulatory and leverage capital and their impact on the Bank’s requirements.
  • Developing the Bank’s responses, assessing impact on the Bank’s capital requirements and provide recommendations to the senior executive team on issues that need to be raised at the CBA/OSFI level & contribute to the emergence of an industry position to OSFI initiatives.
  • Act as the Bank’ subject matter expert on regulatory capital and leverage methodologies, responsible for proposing new methods and leading the change process, working with senior management in Finance, GRM, and the business lines.
  • Providing advice & counsel to senior management in GRM, the business lines on the impact on regulatory capital and leverage of various complex and innovative lending proposals.

Operational Management and Improvement
  • Responsible for regulatory and leverage capital reporting of the consolidated Bank to OSFI through quarterly OSFI filings. Responsible for regulatory and leverage capital Reporting of the consolidated bank to Shareholders through reporting within the MD&A, the Financial Statements and the Supplemental Financial Information packages located on the Bank’s Investor Relations website.
  • Responsible for the preparation of the quarterly financial review of the Bank’s capital performance and commentary on Bank’s capital measurement (including extensive portfolio analysis and rationale of business line results).
  • Oversee, review and finalize various capital and derivatives information provided to Rating Agencies, Bank Analysts and for Board presentations.
  • On a quarterly basis, responsible for reviewing and finalizing various financial statement footnotes and MD&A tables.
  • Support GRM in any changes in credit assessments (upgrade/downgrade) and their impact on the Bank’s regulatory and ICAAP.
  • Undertake on-going and constant analysis of the Bank’s balance sheet to review and proactively seek out new strategies to reduce capital requirements. Providing responses and recommendations to questions / issues raised by senior executive management.
  • Manage the development, analysis, completeness and accuracy of the capital measurement and external reporting, including MIS which will require ongoing innovation in developing new management reports and tools that will lead to faster analysis during extremely tight external deadlines. This will entail taking own initiative between quarters to work with GRM and IT&S towards advancing Finance reporting requirements.

Relationship Management
  • Key point-of-contact in dealing with OSFI on capital reporting filing questions and OSFI or CBA quantitative impact studies.
  • Key point-of-contact on questions from Investor Relations originating from significant shareholders and equity research analysts.
  • Represent the Bank on CBA working committees’ discussions on the interpretation of existing regulatory and leverage requirements and new regulatory or statutory requirements, as they arise, including enhanced public regulatory capital and leverage disclosures.
  • Foster the development of an ongoing, two-way consultative process requiring inputs from various departments, involving a comprehensive analysis of all types of exposures across various portfolios of the Bank to inform and lead the implementation of any Bank and/or OSFI initiative changes. Where required, leverage participation and interaction with OSFI, CBA sub-committees as well as industry working groups.

Do you have the skills that will enable you to succeed in this role? - We'd love to work with you if you have:

  • Minimum 10 years progressive experience in Finance, Corporate Credit or Risk Management, preferably within a Bank or financial institution
  • Post graduate degree in finance/business and/or professional accounting designation
  • Experience leading a team
  • Strong financial acumen
  • Strong knowledge of Corporate and Investment Banking products, including Derivatives, securitization, and off-balance instruments
