Reporting to the Delivery Director, DDI and Utilities, the program team is looking to hire a seasoned Senior Manager, to join the DDI and utilities Team in Toronto, ON to lead the delivery and oversee the end-to-end execution of this high-profile, complex transit project under a progressive delivery contract model. You will lead multidisciplinary teams, manage stakeholder relationships, and ensure the project delivers value for money, on time and within budget. This is a unique opportunity to shape the future of transit through strategic leadership, collaboration, and innovation.

This position provides comprehensive strategy; project management and constructability services associated with the delivery of the Rapid Transit Implementation program. Responsible for contract and schedule management, construction quality, site safety and security, project financial accountability, project deliverables and technical input to program communications and intergovernmental relations during all stages of construction projects.

What you will be doing?

Functional/Technical

  • Manages the efficient delivery of the programs transit infrastructure elements through project activities including preliminary design, detailed design, preparation of contract documents, construction, contract management and commissioning activities; providing strategic leadership and direction across all phases of the project delivery
  • Assists with the development and assessment of alternative delivery options to deliver value for money, meet market and business conditions relating to the delivery and implementation of rapid transit infrastructure, where required
  • Participates in the evaluation and recommendation of RFP/RFQ submissions; manages In-Market activities, including Contractor Requests for Information, and reviews submissions during project design phase
  • Responsible for the delivery of multiple projects from initial conception through commissioning and transfer to Operations within scope, on budget and on schedule; oversees project activities to ensure compliance with good project management and construction practices as well as corporate design standards and applicable municipal, provincial and federal codes
  • Manages contractors’ construction plans and schedules for completeness, workability, and alignment with contract documents; oversees contractors’ compliance to all contract provisions, including monitoring the contractor safety, quality, environmental compliance, cost, and schedule performance


Customer/Stakeholder

  • Communicates effectively and collaboratively in a progressive contract environment with agencies, municipal partners, third-party developers and other external stakeholders to define requirements, develop project implementation plans and monitor compliance; delivers proper ongoing communication and consultation with external stakeholders and elected officials
  • Leads the tendering process and works closely with key stakeholders (e.g. Infrastructure Ontario) to ensure management and completion of key deliverables and representation of Metrolinx interests
  • Works in conjunction with Metrolinx’ s other business units, operational divisions and various internal stakeholders


Financial Stewardship

  • Manages activities within budget allocations and schedules, including timely reporting of financial and performance results and any significant cost, security, safety, human resources or project management issues
  • Ensures that all construction cost estimates, scope of work and scheduled activities are identified, continuously monitored, and clarifications/changes managed properly
  • Continuously look for opportunities to optimize delivery to drive value for money, improving budget and schedule
  • Actively identifies and monitors risk, actions mitigation measures and contributes to the risk-sharing and commercial frameworks in progressive contracts


People Leadership

  • Provides oversight of Contractors
  • Leads staff and consultant project teams in all phases of the project to achieve milestones and deliverables that are consistent with quality standards throughout the full project life cycle
  • Manages the Early Works contracts and related processes
  • Manages the delivery of design and construction contracts
  • Manages a diverse group of professionals, including project specialists and consultants to accomplish the goals of the agency within established scopes, schedules, and budgets
  • Manages value engineering, risk assessment, life cycle costing, earned value and constructability reviews
  • Mentors and support the development of junior project staff and cross-functional teams.


Here's what you'll need



  • Bachelor’s degree in Civil Engineering, Utility Engineering, Construction Management, or a related discipline (Master’s degree preferred).
  • Professional Engineer (P.Eng) designation in Ontario or ability to obtain within a reasonable timeframe.
  • Minimum of 12 years of progressive experience in design, delivery, and management of complex utility projects, including at least 5 years in a leadership or senior project management role.
  • Proven track record of successfully delivering large-scale transportation and infrastructure projects, preferably within the Canadian market.
  • Strong knowledge of utility coordination, relocation processes, permitting requirements, and regulatory standards.
  • Demonstrated ability to lead multidisciplinary teams, manage project budgets, and oversee schedules to achieve client objectives.
  • Excellent communication skills, with the ability to engage effectively with clients, stakeholders, and internal partners.
  • Proficiency in project management tools, design software, and collaboration platforms relevant to utilities and transportation infrastructure.
  • Commitment to health, safety, and quality, with a strong understanding of applicable standards and best practices.

134,800.00

Posted Salary Range Upper

177,000.00
