Position Summary
The Supervisor, By-Law Services, is responsible for overseeing the enforcement of municipal by-laws, ensuring compliance, and maintaining community standards. This role supervises By-Law Enforcement Officers, coordinates investigations, and ensures enforcement activities align with municipal regulations and public service goals. The Supervisor works closely with the community to address complaints, enforce regulations, and develop policies that enhance compliance and public safety.

Position Summary
The Supervisor, By-Law Services, is responsible for overseeing the enforcement of municipal by-laws, ensuring compliance, and maintaining community standards. This role supervises By-Law Enforcement Officers, coordinates investigations, and ensures enforcement activities align with municipal regulations and public service goals. The Supervisor works closely with the community to address complaints, enforce regulations, and develop policies that enhance compliance and public safety.
Key Responsibilities
- Supervise and provide leadership to By-Law Enforcement Officers, ensuring consistent and effective enforcement of municipal by-laws.
- Oversee the enforcement of by-law programs (parking, licencing, etc.).
- Coordinate enforcement activities and investigations into by-law violations ensuring complaints are addressed in a timely and professional manner.
- Provide training, mentorship, and guidance to enforcement officers to enhance their skills and knowledge.
- Ensure accurate documentation of investigations, enforcement actions, and compliance efforts.
- Participate in the research, drafting, and development of new and updated municipal by-laws for adoption by Council.
- Develop and implement by-law enforcement policies, procedures, and service delivery standards.
- Assist in the preparation and monitoring of the department budget, ensuring expenditures are within the allocated budget, and providing regular financial updates to the management.
- Respond to escalated complaints and disputes, working to resolve compliance issues through education and enforcement.
- Prepare and present reports on by-law enforcement activities, trends, and compliance metrics to senior management and Council.
- Represent the municipality in legal proceedings, hearings, and appeals related to by-law enforcement.
- Collaborate with municipal departments, law enforcement agencies, and community interest-holders to address regulatory concerns.
- Supervise daily administrative operations within By-law, ensuring smooth and efficient workflows.
- Oversee records, documents, and reports related to by-law enforcement, and inspection services, ensuring compliance with regulations.
- Ensure the accurate tracking and monitoring of inspections, and enforcement actions ensuring that deadlines are met.
- Guide and support team members to meet operational objectives, ensuring compliance with organizational standards, policies, and procedures.
- Foster a collaborative and respectful work environment by addressing concerns, providing constructive feedback, and supporting skill development.
- Play an active role in the recruitment process by participating in candidate screening, interviews, and hiring decisions while ensuring candidates have a positive experience.
- Facilitate the successful onboarding of newly hired employees by delivering comprehensive training and continuous development, ensuring alignment between their role, organizational objectives, and the municipality’s culture.
Education & Certifications:
- Diploma in Law and Security, Police Foundations, Public Administration, or a related field.
- Municipal Law Enforcement Officer certification.
- Property Standards Officer certification.
- Valid Ontario Class “G” driver’s license.
- Minimum 5 years of experience in by-law enforcement, regulatory compliance, or law enforcement, preferably with prior experience in a supervisory role.
Knowledge, Skills, and Abilities:
- Regulatory Expertise: Strong understanding of municipal by-laws, provincial legislation, use of force model, and enforcement procedures.
- Leadership: Proven ability to lead and mentor a team of enforcement officers.
- Conflict Resolution: Skilled in managing disputes, negotiating compliance, and de-escalating tense situations.
- Investigation Skills: Ability to conduct thorough investigations and ensure proper documentation.
- Communication: Excellent verbal and written communication skills for reports, legal proceedings, and interest-holder engagement.
- Decision-Making: Strong judgment in assessing by-law infractions and determining appropriate enforcement actions.
- Collaboration: Ability to work with municipal departments, law enforcement, and community partners to achieve compliance goals.
- Attention to Detail: High level of accuracy in record-keeping, case documentation, and legal compliance.
- Work is performed in both an office and field environments, including residential, commercial, and public spaces. Occasional travel to attend training, professional development events, and inter-municipal meetings.
- Standard business hours, Monday to Friday, with flexibility required for investigations and enforcement activities.
- This role involves potential exposure to confrontational situations, dangerous dogs and dog bites, various weather conditions, including extreme heat, cold, and inclement weather, hoarding situations, pests, mould, vermin, buildings with structural inadequacy, and overall hazardous situations.
- Cognitive demands include making high-level decisions on enforcement priorities, resource allocation, and personnel management and evaluating complex cases and determining appropriate enforcement actions or dispute resolution.
- Physical demands include regular walking, running, bending, crawling, jumping, lifting, biking, and extended periods of sitting and looking at a computer screen.
- Successful reference check (two work-related references, with a minimum of one being a direct supervisor)
