Waterloo Regional Health Network (WRHN) is implementing a multi-year Facilities Redevelopment Master Plan to facilitate building a regional system of care that will meet the growing needs of the local community, expected to grow to 1 Million by 2050, and provide care closer to home for decades to come.

Led by the Vice President, Redevelopment, the Redevelopment Team works collaboratively across WRHN to plan, design, and implement all components of the Multi-Year Facilities Redevelopment Master Plan. The plan includes:

  • a new, state-of-the-art hospital site in Waterloo (WRHN @ The University);
  • renovating and expanding the existing WRHN @ Midtown Site as an ambulatory and urgent care centre;
  • expanding WRHN @ Chicopee in Kitchener for modernized and expanded rehabilitation capacity and;
  • maintaining WHRN @ Queen’s Blvd. to continue to deliver excellent care and service to our communities until approximately 2035.

Please Note: New employees must provide documentation/proof of COVID-19 vaccination status, a 2-step TB test, as well as proof of immunity to measles, mumps, rubella, and varicella (chickenpox) prior to their start date at Waterloo Regional Health Network (WRHN). Position Summary :

As a team member of the of the Waterloo Regional Health Network (WHRN) Redevelopment Office, and under the direction of the Senior Project Manager, Infrastructure Planning & Redevelopment, the Project Manager, Infrastructure Planning & Redevelopment will provide manage and deliver capital projects within the existing Waterloo Regional Health Network portfolio of facilities.

The Project Manager, will bring an understanding of complex and interdisciplinary project delivery in healthcare, have experience in the development of transactional/construction contract documents, procurement, and construction management to the position. An understanding of clinical planning, and planning and design, of healthcare projects delivered using various project delivery methods is considered an asset.

The Project Manager, should have knowledge of the Ministry of Health capital processes and work in compliance with the Ontario Building Code, CSA Infection Prevention and Control Standards, Occupational Health & Safety Act, and other relevant legislation and/or regulations.

RESPONSIBILITIES

General Responsibilities:

    • be a member of the team responsible for the implementation of the project’s development, provide input, review, coordination and integration of the planning, design and transactional documentation into the project works, including, but not limited to, working with consultants to develop project specifications and FFE project integration requirements;
    • Support in the development of project RFQs, RFPs, and Contracts for capital projects and provide support to the Senior Project Manager, Infrastructure Planning & Redevelopment in the execution of redevelopment projects at Midtown;
    • Lead, as required, all project related meetings with the hospital user groups, project partners and various authorities having jurisdiction;
    • Work with Project Directors, Managers and Senior Project Managers to identify project related risk throughout the implementation of the project;
    • Assist as required in the development of facility decommissioning requirements as a result of facility consolidations to the new University site;
    • Provide open communication and support effective collaboration with the project team to ensure cohesive approach to a successful project delivery;
    • Assist Redevelopment Team Project Managers & Coordinators as required to address project related scope, schedule and budget requirements and project implementation.
  • Technical Requirements

  • Works with the Infrastructure Planning & Redevelopment team, Facilities Operations Team and others to support the development of project technical requirements with internal project staff, consultants, and hospital user groups;
    • Provide input into the development of project plans, scheduling of works, and implementation schedules;
    • Work with internal project resources in procurement, quality, bio-medical, information communication technology, facilities, and engineering to undertake project requirements.
  • Planning, Design & Project Management

  • Assist the Senior Project Manager, Infrastructure Planning & Redevelopment in the scope development and documentation associated with projects including the coordination of, project planning, issuance of tender works, evaluations, and construction management throughout the project;
  • Working closely with the Director, Manager (s), and Senior Project Manager(s), to manage identified project risks, including identifying, assessing, monitoring and tracking technical risks and participating in the resolution of issues, particularly as they relate to the overall project success, including construction;
  • Collaborate, when required, with external stakeholders and partners, to execute the works;
  • Work with the project team to integrate all aspects of the project into the technical documents, including FF&E, ICAT and others as required.
  • Procurement & Construction

    • In collaboration with the team, coordinate and manage the review of project documents, drawings and submissions for integration of construction related processes.
    • Working closely with the Director, Manager (s), and Senior Project Manager(s), to manage identified project risks, including identifying, assessing, monitoring and tracking technical risks and participating in the resolution of issues, particularly as they relate to the overall project success, including construction

    • Assist in the coordination of Project Closeout

  • Position Requirements:

  • Diploma or Degree in Architecture, Construction Management, Engineering, related field or equivalent combination of experience and education
  • 3 - 5+ years in related field
  • Accredited Member with the applicable Professional Association is considered an asset
  • Project management experience as part of a healthcare capital planning project team is considered an asset
  • Project planning, development, and implementation skills
  • Proven experience in working effectively within diverse teams of project consultants, specialists and user groups
  • Able to work in a fast paced, results and schedule driven team environment
  • PMP designation is considered an asset
  • Knowledge of Broader Public Sector Guidelines and best practices for construction procurement processes is an asset
  • Experience with creation of procurement documents (RFT, RFQ, RFP, RFSQ) is an asset
  • Detailed understanding of construction methods and processes
  • Solid understanding of building systems & infrastructure
  • Experience with municipal and regional permit applications processes
  • Knowledge and understanding of Ontario Building Code, CSA Standards, and other applicable standards
  • Sustainable Design/LEED experience is considered an asset
  • Commissioning and Decommissioning experience
  • Understanding of Ministry of Health Capital Planning process is considered an asset
  • Highly developed influencing, communications and presentation skills
  • Consultation, negotiation, and consensus building skills
  • Experience in finding positive solutions to complex issues and problems with a variety of stakeholders
  • Ability to always maintain confidentiality
  • Excellent interpersonal, communication, and organizational skills
  • Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential
  • Well versed with Revit, AutoCAD, MS Project, SharePoint and Microsoft Office Suite
  • Experience in a clinical hospital setting is an asset
