About The Role

Under the direct supervision of the Manager, Human Resources, the Senior Human Resources Advisor serves as a trusted advisor that, through the building and nurturing of credible, collaborative, value-driven relationships, provides consultative and advisory services to support, guide and enable management and staff on a full range of talent management matters, including the interpretation and application of the collective agreement/terms and conditions of employment, related legislations as well as policies, procedures, guidelines and employment related issues. The Advisor serves as the first point of contact for labour/employee relations issues and supports the grievance process, investigations, and implementation of disciplinary actions, as required. The incumbent participates in labour-management meetings and support preparation for bargaining, as needed.

The Advisor is the primary liaison and point of contact between Human Resources and Organizational Development and the rest of the organization and contributes to achieving functional and organizational results. While the role supports specific divisions/sections, the Advisor brings a Council-wide perspective—contributing to, promoting and delivering strategies, programs, initiatives, policies, procedures and best practices that advance Council’s strategic human resources plan and objectives. The incumbent pivot seamlessly and demonstrates agility between strategic orientation, operational delivery, and the development of creative solutions to meet the evolving needs of Council’s talent management.

The Advisor also assists in defining, capturing, tracking and reporting talent management analytics. The incumbent contributes to continuous improvement initiatives, provides presentations to various audiences, prepares reports on matters related to talent management and performs other related duties.

Education

  • An undergraduate degree in human resources or a related field or an equivalent combination of education, training and relevant professional experience related to the responsibilities of the position.
  • Possession of a recognized professional designation in human resources (e.g., CHRP, CHRI, CPHR) is considered an important asset.

Experience

  • Minimum of five (5) years of progressive experience in human resources, including at least two (2) years in the area of labour/employee relations.
  • Experience providing strategic consulting and advisory services in the areas of talent management, organizational effectiveness, performance management, or workforce planning.
  • Experience interpreting human resources policies and applying related guidelines/procedures, as well as using data and analysis to support decision-making and provide informed recommendations.
  • Experience in at least one other area of human resources management such as: job evaluation and classification, talent acquisition, organizational development would be an asset.

Knowledge

  • Solid knowledge of:
    • Relevant employment and human resources related legislations that apply in a Federal context, including the Canada Labour Code , Employment Equity Act , Official Languages Act , Canadian Human Rights Act , etc.
    • The principles and practices of human resources management.
    • Labour relations procedures.
    • Formal and informal dispute resolution methodology, procedures and techniques.

  • Strong interpersonal and communication skills.
  • Proven leadership in supporting and providing advice/guidance on talent management strategies and solutions.
  • Demonstrated analytical and problem-solving skills to determine and initiate appropriate actions in the resolution of sensitive, complex and competing issues.
  • Demonstrated resilience and adaptability in the face of changing priorities and ambiguity, while maintaining a high level of professionalism in complex or high-pressure situations.
  • Excellent diplomatic, tact, and conflict resolution skills.
  • Strong ability to collaborate across different human resources units and work in synergy to maintain the highest standards of service.
  • Ability to exercise discretion and confidentiality.
  • Ability to multi-task, deal with competing priorities and set deadlines.

Bilingual Requirements

This position requires the use of both official languages. The requirements in the second official language are:

  • An advanced level in reading comprehension (C)
  • An intermediate level in writing (B)
  • An advanced level in oral and reading comprehension (C)
