Job Description
As a Junior Engineer, Facility Capital Planner, you’ll play a key role in shaping the future of Irving Shipbuilding’s infrastructure. Supporting the Manager, Facilities Capital, you’ll help drive the design and engineering efforts behind the Shipyard’s Master Plan by developing and evolving a dynamic 5-year sustaining capital program.
This role is focused on long-term infrastructure growth across ISI sites, ensuring our facilities are equipped to meet production demands and strategic goals. You’ll continuously refine the capital plan based on changing requirements in production, safety, security, and reinvestment—helping to sustain critical assets and optimize shipbuilding operations.

Responsibilities
- Integrate the 5-year sustaining capital program with the ISI Facilities annual capital budget.
- Provide up-to-date project proposals for the ISI Facilities annual capital budget.
- Create summary reports of the ISI Facilities annual capital budget throughout the development process.
- Support the development of the ISI Facilities annual expense budget.
- Continuously engage with stakeholders from Production, HSE, Security, and Maintenance to define requirements for expansion and reinvestment projects.
- Determine scope, technical details, cost, and schedule for projects in the 5-year sustaining capital program.
- Support planning of major maintenance projects as required.
- Advise Facility Engineer project leads with detailed specifications on annually approved capital projects.
- Support the Facilities Engineering Technician with drafting requirements, including maintaining accurate record drawings through field inspections.
- Create conceptual drawing packages for projects in the sustaining capital program and long-term growth plans.
- Maintain and improve the capital budget Request/Approvals process and the executive presentation for the annual capital budget.
- Ensure external consultants and contractors comply with safety programs and policies while on site and participate in safety policy reviews and provide feedback for improvements.
- Support the Manager, Facilities Capital in managing 3–6 engineering consulting firms and over 20 trade contract vendors.
- Establish strong communication with internal stakeholders and external contractors to resolve issues efficiently.
- Bachelor of Engineering or Bachelor of Science in Engineering accredited by the Canadian Engineering Accreditation Board (CEAB)
- Bachelor of Applied Science, or Engineering Technology Diploma with minimum 5 years relevant experience
- Project Management Professional (PMP) certification through Project Management Institute
- Business Management Training
- Certified Construction Manager (CM) – Considered an asset
